Il quinto volume dell’Atlante delle mafie è dedicato al tema della corruzione e del suo rapporto con le mafie. Pur essendo due reati diversi, due fattispecie criminali differenti, il volume mette in evidenza la loro particolare, complessa e durevole relazione. Se si confronta l’inchiesta milanese «Mani pulite» dell’inizio degli anni Novanta del Novecento con l’attualità, si può facilmente notare che la differenza non consiste nella maggiore o minore estensione della corruzione ma in un semplice elemento la cui portata non è stata ancora esaminata in tutti i suoi aspetti: i mafiosi sono tra i principali attori degli episodi di corruzione degli ultimi anni, anzi si può parlare di una particolare «governance» mafiosa della corruzione, e ciò non avviene solo al Sud. Anche al Nord, infatti, la corruzione si abbina sempre più spesso a episodi in cui sono coinvolte le organizzazioni mafiose. Le mafie sono, insomma, sempre più protagoniste del sistema della corruzione. Si ha la netta impressione che corruzione e mafie abbiano smarrito i loro confini e stabilito relazioni e nessi davvero intricati. Le mafie possono esistere senza corruzione? Sì, sicuramente, ma solo se restano sui settori illegali (droga, contrabbando, gioco d’azzardo, ecc.); se, invece, si spostano sui settori legali dell’economia non possono consolidarsi senza corruzione. E la corruzione esiste senza le mafie? Sì, certamente. Ma dove le mafie entrano nel sistema della corruzione, ne diventano protagoniste assolute e dettano le regole. In ogni caso, non sono le mafie a causare la crescita della corruzione; esse arrivano dove già c’è. La corruzione e le mafie sono due «questioni» che affondano le origini nel passato ma sono a loro agio nel presente, sono elementi di “lunga durata” della storia italiana, che mantengono una impressionante continuità e presenza nell’oggi, coniugando insieme arcaicità e modernità. Esse sono «criminalità di relazione», basate sulla violenza (le mafie) o sul potere (la corruzione) che pur provenendo da altre epoche storiche hanno trovato una particolare sintonia con la contemporaneità. Perciò i curatori dell’opera non hanno voluto affrontare la questione del rapporto tra mafie e corruzione dal punto di vista penale né tantomeno giurisprudenziale, ma da quello storico e sociologico, ben al di là della sentenza su Mafia capitale, convinti che molti dei nostri problemi abbiano radici così profonde e così lontane nel tempo da essere difficilmente riconducibili a quanto è accaduto solo nell’ultimo periodo di storia italiana. Al volume hanno collaborato i maggiori studiosi in Italia dell’argomento, oltre alle tre figure istituzionali più importanti in materia: Rosy Bindi, presidente della Commissione parlamentare antimafia, Raffaele Cantone, presidente nazionale dell’Autorità anticorruzione e Franco Roberti, procuratore nazionale antimafia.

A cosa è dovuto il successo plurisecolare delle mafie italiane? E come mai viene definita “mafia” ogni violenza privata che ha successo nel mondo? L’Atlante delle mafie prova a rispondere a queste due domande. Partendo dalla messa in discussione dal paradigma interpretativo dell’esclusività della Sicilia nella produzione di ciò che comunemente si intende per mafia. Se un fenomeno, nato in Sicilia nell’Ottocento, ha avuto una così lunga durata, affrancandosi dalle condizioni storiche e territoriali che ne resero possibile la sua originaria espansione e proiettandosi così agevolmente nella contemporaneità (divenendo addirittura un modello vincente per tutte le violenze private del globo) non è utile continuare a descriverlo solo come un originale prodotto siciliano. Il modello mafioso, infatti, si è dimostrato riproducibile nel tempo e in altri luoghi, non più specifico solo della Sicilia e del Mezzogiorno d’Italia. Con il termine mafia si deve intendere oggi un marchio di successo della violenza privata nell’economia globalizzata. Con questa ottica, l’Atlante delle mafie passa in rassegna le “qualità” criminali che differenziano nettamente i fenomeni mafiosi dalla criminalità comune e da quella organizzata. Esse vengono sintetizzate in cinque caratteristiche: culturali, politiche, economiche, ideologiche e ordinamentali. Secondo i curatori, si può ritenere mafia la “violenza di relazioni”, cioè una violenza in grado di stabilire contatti, rapporti, e cointeressenze con coloro che detengono il potere ufficiale, sia politico, economico e religioso, che formalmente dovrebbero reprimerla e tenerla a distanza. Perciò viene contestato ampiamente il luogo comune delle mafie come antistato, come antisistema. È stato proprio questo luogo comune a tenere per anni in ombra il vero motivo del successo delle mafie. Mentre alcune forme di violenza e di contestazione armata del potere costituito si sono manifestate contro le leggi e contro la visione unitaria dello Stato (il brigantaggio nell’Ottocento, le rivendicazioni etniche-territoriali e il terrorismo politico nel Novecento) e perciò alla fine sono state sconfitte, le mafie hanno usato una violenza non di contrapposizione, non di scontro frontale, ma di integrazione, interna cioè alla politica e al potere ufficiale. Dunque, per mafia si deve intendere una violenza di relazione e di integrazione. In questa loro caratteristica consiste la ragione del loro perdurante successo.

Heterarchy in World Politics challenges the fundamental framing of international relations and world politics. IR theory has always been dominated by the presumption that world politics is, at its core, a system of states. However, this has always been problematic, challengeable, time-bound, and increasingly anachronistic. In the 21st century, world politics is becoming increasingly multi-nodal and characterized by "heterarchy" – the coexistence and conflict between differently structured micro- and meso quasi-hierarchies that compete and overlap not only across borders but also across economic-financial sectors and social groupings. Thinking about international order in terms of heterarchy is a paradigm shift away from the mainstream "competing paradigms" of realism, liberalism, and constructivism. This book explores how, since the mid-20th century, the dialectic of globalization and fragmentation has caught states and the interstate system in the complex evolutionary process toward heterarchy. These heterarchical institutions and processes are characterized by increasing autonomy and special interest capture. The process of heterarchy empowers strategically situated agents — especially agents with substantial autonomous resources, and in particular economic resources — in multi-nodal competing institutions with overlapping jurisdictions. The result is the decreasing capacity of macro-states to control both domestic and transnational political/economic processes. In this book, the authors demonstrate that this is not a simple breakdown of states and the states system; it is in fact the early stages of a structural evolution of world politics. This book will interest students, scholars and researchers of international relations theory. It will also have significant appeal in the fields of world politics, security studies, war studies, peace studies, global governance studies, political science, political economy, political power studies, and the social sciences more generally.

It draws together diverse perspectives on the various ‘ndrangheta clans and their behavioural models, focusing specifically on their organisational skills, their bonds with Calabrian society and Calabrian communities around the world, their mobility, and their characterisation as poly-crime organisations. This book presents primary research conducted in Italy, USA, Australia and the UK on countering strategies and institutional perceptions of Italian mafias and local organized crime groups. Through interviews and interpretation of original documents, this study firstly demonstrates the interaction between institutional understanding of the criminal threats and historical events that have shaped these perceptions. Secondly, it combines analysis of policies and criminal law provisions to identify how policing models which combat mafia and organised crime activities are organized and constructed in each country within a comparative perspective.
