La problématique de l'eau dans le monde se pose en des termes simples : plus d'un milliard d'hommes n'ont pas accès à l'eau potable; 40 % de la production agricole dépend de l'agriculture irriguée ; les écosystèmes aquatiques qui jouent un rôle indispensable dans les processus naturels sont parmi les plus fragiles. C'est donc un triple défi économique, social et environnemental qui devra être relevé dans les prochaines décennies. Afin d'exposer tous les paramètres des enjeux de l'eau, en particulier la question de la ressource et de son utilisation et les défis auxquels sont confrontées nos sociétés, cet atlas met en avant trois idées-force. Tout d'abord, les difficultés ne sont pas tant liées à la quantité globale de la ressource mais à son inégale répartition dans le monde et à la dégradation de sa qualité.
