This report from the Members Estimate Committee (HCP 142, session 2008-09, ISBN 9780215525857). contains a fully revised version of the Green Book and has made proposals for a more comprehensive system of audit and assurance for Members' allowances. The Green Book which sets out the rules on Members' allowances has been thoroughly revised with the help of independent external advisers: Keith Bradford nominated by the CBI and Kay Carberry nominated by the TUC. It includes: rules intended to ensure that Members are reimbursed only for costs properly incurred in the performance of their parliamentary duties; a list of principles which are to guide Members in making claims, such as that claims must only be for expenditure which was necessary for a Member properly to perform his or her parliamentary duties, and the requirement to ensure value for money; a requirement for receipts for any item exceeding £25. The audit proposals include the following: the House's external auditor (the National Audit Office) for the first time to conduct the audit on the same basis as for any other public body, examining evidence such as receipts; the House's Internal Audit service to have the same access to evidence as the external auditor, and to give a high priority to the audit of Members' allowances; a new Operational Assurance Unit within the House's Department of Resources to advise Members, maintain standards and ensure compliance with the rules; new arrangements for handling serious instances of non-compliance identified internally (ie reporting initially to the Members Estimate Audit Committee, which has external members).

This report, (HCP 1212, session 2007-08, ISBN 9780215525437), contains conclusions on two cases referred to the Committee on Standards and Privileges by other committees of the House. The first case involved the unauthorised disclosure of two papers prepared for the European Scrutiny Committee by its legal adviser on the mandate for the inter-governmental conference which led to the Lisbon Treaty, and appeared in an article in the Daily Telegraph on 26 June 2007. The second involved the unauthorised disclosure of parts of a draft report prepared for the Home Affairs Committee on the Government's counter terrorism proposals which appeared in the Financial Times on 5 December 2007. The Standards Committee accepts the view that the disclosure of such internal committee papers constituted a substantial interference in their work.

This report emphasises the importance of independent regulation of the system for reimbursing MPs' costs; of the continuing need for transparency and the need for value for money. The Committee concludes that the aims set out for the new system in 2009 were the right ones but have not been sufficiently achieved. In particular, the cost to the taxpayer is too high and the time spent dealing with the system hinders MPs in performing their parliamentary duties, to the detriment of constituents and the country. This report starts with the Committee's top priority - improving public confidence in the House of Commons by better systems of financial assurance. The House must introduce a robust system of scrutiny for parliamentary allowances. It then sets out the six main categories in which Members' work is supported by the taxpayer: employment of staff; office costs; communicating with constituents and the public; travel; overnight costs; redundancy. In each section, the report describes the current system, proposals for change, experience elsewhere, and the views and advice received. Each section ends with the opinion of the Committee and recommendations for the House to decide. Recommendations include: members should no longer be able to claim reimbursement for furniture and household goods or for capital improvements; the Additional Cost Allowance would be replaced by an overnight expenses allowance of £19,600 a year for accommodation; £30 a day subsistence allowance without receipts, up to a maximum of £4,600 every year; MPs would have to provide receipts for all other expenses from 1 April next year (at the moment they can claim for items up to £25 without receipts).

This report examines the first year of implementation of the MPs' expenses scheme, and proposals for improving service levels in the future. The Independent Parliamentary Standards Authority (IPSA) was established in the wake of the 2009 crisis in public confidence on MPs' expenses. IPSA established itself quickly and introduced a functioning expenses system on time in May 2010. Since then, IPSA has also been paying the salaries of MPs and their staff. Expenses have been paid within the rules, and MPs have been reimbursed accurately. In 2010-11, IPSA paid out over £118 million in total, comprising £98.6 million in salaries for MPs and their staff, and £19.5 million in MPs' expenses. IPSA assesses that 99.7% of all claims made by MPs are within the rules it has set. But its expenses scheme is expensive to administer and is not yet demonstrating value for money. Overall, 38% of claims submitted in 2010-11 were for less than the average cost IPSA incurs to process them. The Committee is also concerned about the lack of clear, easily accessible guidance for MPs and their staff, and the cumbersome nature of some processes, such as payment card reconciliation. There are two remaining issues which IPSA needs to address. Public confidence could be improved further if IPSA made clearer public statements about approved claims being wholly within the rules. And salaries should be separated from true expenses.
