Only rarely has India, home to one-sixth of the world's people, forced itself onto the maps constructed by Australian diplomats and politicians. In this book, Meg Gurry explores why this is so. Australia and India: Mapping the Journey 1944-2014 traces the evolution of Australia's role from outpost of a decolonising British empire and junior member of an American military alliance, to engagement with the Asia-Pacific (without India), and onto partnership in a newly mapped Indo-Pacific region (with India). The story ends with the excitement and optimism engendered by the reciprocated prime ministerial state visits of Tony Abbott and Narendra Modi in 2014, which point, some argue, to a transformative moment for the bilateral relationship. Along the way, this study explores the obstacles—personal, political, geopolitical—to deeper relations. Based on years of research, the book provides a detailed study of the roles of key players in Australian diplomacy since the first High Commission was opened in New Delhi in 1944. Meg Gurry argues that the Australia-India connection—as well as having its own distinctive bilateral trajectory—can best be explained by locating it within the wider context of Australia's understanding of its regional identity, and by studying the changing maps that reflect the journey. This, combined with his rural background and commitment to the labour movement, played a major role in the development of his internationalist perspective. Often overlooked by historians, Chifley believed that the only way to avoid war and economic depression was through the establishment of international rules-based economic and collective security institutions. These were beliefs he had held since the early 1930s. Chifley was a prime minister with a keen interest in post-war Asia, who understood that the old colonial order was ending. He was a great admirer of the Indian Prime Minister, Jawaharlal Nehru. This book reveals the extraordinary convergence of worldviews of two fellow internationalists, Chifley and Nehru. This convergence can be seen in their views on the need to adjust to a changing post-colonial world; their internationalism; their support for the United Nations; their opposition to Western colonialism; their anti-war attitudes and their animosity towards the American and British Cold War framework through which the post-war world was viewed. Contrary to prior expectations, Narendra Modi has expended a significant amount of time, energy and political capital in conducting India's engagement with the outside world since becoming Prime Minister in May 2014. In accordance with wider perceptions about Modi, there were expectations of significant, if not radical, change in Indian foreign policy under his charge. This sentiment led to a section of Indian strategists and foreign policy watchers conceiving the notion of a 'Modi Doctrine' in Indian foreign policy. This notion of foreign policy 'doctrines' is not new to the analysis of Indian foreign policy. Previous incarnations include the 'Indira Doctrine' of the 1970s, the 'Gujral Doctrine' for a brief period in the late 1990s and the 'Manmohan Doctrine' in the period before Modi was elected as prime minister.This edited volume attempts to interrogate the extent to which Indian foreign policy, under Modi, has undergone significant change and the extent to which this manifests itself as a new doctrine in Indian foreign policy. The individual chapters cover key bilateral relationships (the United States, China, Australia and Pakistan) as well as broader regional relationships (South Asia and the Indian Ocean Region) and specific themes (such as economic diplomacy).

Governments of both right and left have been introducing market logics and instruments into Australian social services in recent decades. Their stated goals include reducing costs, increasing service diversity and, in some sectors, empowering consumers. This collection presents a set of original case studies of marketisation in social services as diverse as family day care, refugee settlement, employment services in remote communities, disability support, residential aged care, housing and retirement incomes. Contributors examine how governments have designed these markets, how they work, and their outcomes, with a focus on how risks and benefits are distributed between governments, providers and service users. Their analyses show that inefficiency, low‑quality services and inequitable access are typical problems. Avoiding simplistic explanations that attribute these problems to either a few ‘bad apple’ service providers or an amorphous neoliberalism that is the sum of all negative developments in recent years, the collection demonstrates the diversity of market models and examines how specific market designs make social service provision susceptible to particular problems. The evidence presented in this collection suggests that Australian governments’ market-making policies have produced fragile and fragmented service systems, in which the risks of rent-seeking, resource leakage and regulatory capture are high. Yet the design of social service markets and their implementation are largely under political control. Consequently, if governments choose to work with market instruments, they need to do so differently, working with principles and practices that drive up both quality and equality.
