Die Krise förderte eine ganze Reihe von aufsichtlichen Schwächen zutage, die es zu beheben galt(...)“ (Jens Weidmann, 2014) Diese Schwächen wurden 2007 zu Tage gefördert, als mit dem Platzen der Immobilienblase in den USA eine globale Kettenreaktion in Gang gesetzt wurde. Viele große Finanzinstitute, die vorher häufig als „too-big-too-fail“ bezeichnet wurden kamen im Laufe der Krise in deutliche Schwierigkeiten was ihre Liquidität betrifft und wurden teilweise übernommen. Auch die Finanzierungslage der Banken stellte sie vor weitere Probleme. Viele Banken hatten sich viel zu stark Fremdfinanziert, die Ausstattung mit Eigenkapital war im Verhältnis zu den Risiken denen die Finanzinstitute ausgesetzt waren viel zu gering. Außerdem mangelte es zusätzlich an qualitativ hochwertigem Eigenkapital. Insbesondere Investmentbanken waren schwer von der Finanzkrise betroffen und das Investmentbanking wurde schnell zu einem der Hauptverursacher gemacht. Diese Institute waren häufig hochgradig Fremdkapitalisiert, hatten viele Risiken zusätzlich aus der eigentlichen Bankbilanz ausgelagert, um den Aufsichtsbehörden zu entgehen und waren vielen hohen Risiken, wie zum Beispiel Kontrahentenrisiken ausgesetzt, die von den Regulatoren in ihren bisherigen Vorschriften noch nicht forciert wurden. Dies alles sind Gründe, weshalb sich das Basler Komitees dazu entschlossen hat, die bisherige Regulierung nach Basel II zu reformieren und in ihrer Reform unter Basel III den Fokus auf andere regulatorische Aspekte zu legen. Die Aufgabe war es Qualität und Quantität der Kapitalanforderungen zu erhöhen und zusätzlich das Liquiditätslevel zu steigern und eine stabile Refinanzierung zu sichern. Es stellt sich die Frage in welcher Weise die Regulatorik nach Basel III Einfluss auf die Finanzinstitute hat und inwiefern insbesondere der Handel, der eine hohe Risikoexposition aufweist, von dem geänderten regulatorischen Umfeld betroffen ist.

Diese Arbeit untersucht den Einfluss von der unmittelbaren Einführung des Basel III Regelwerkes auf Banken, ihre Kreditvergabe und die daraus resultierenden Konsequenzen für mittelständische Unternehmen in Deutschland. In dieser Arbeit wird herausgearbeitet wie strengere Kapitalanforderungen langfristig die Finanzierungskosten einer Bank erhöhen werden und diese möglicherweise an die Bankkunden in Form von höheren Zinsen weitergegeben werden. Weitere Konsequenzen wurden in einer restriktiveren Kreditvergabe, der Reduzierung von risikobehafteten Anlagen und in der Verschärfung von Kreditkonditionen gefunden. Darüber hinaus werden Kredite an mittelständische Unternehmen unter Basel III unvorteilhaft gegenüber anderen Krediten behandelt. Diese Auswirkungen von Basel III im Kreditgeschäft wurden auf die finanziellen Kennzahlen von 143 mittelständischen Unternehmen projiziert mit dem Ergebnis, dass vor allem die Profitabilität sinkt während die Liquidität stabil bleibt. Zusätzlich entsteht bei den untersuchten Unternehmen eine durchschnittliche Finanzierungslücke von 5% der totalen Aktiven.

Die Studie untersucht den Effekt von Ankündigungen bezüglich der Einführung der neuen Eigenkapitalvorschriften für Banken, Basel III. Der Fokus liegt auf Ankündigungen vom Basel Committee on Banking Supervision (BCBS) zwischen dem 07.09.2009, wo eine grobe Einigung über Basel III erreicht wurde, und der Publizierung des Regeltextes am 16.12.2010. Der STOXX Europe 600 Bankenindex dient als Grundlage für die in der Studie untersuchten Banken in Westeuropa. Die Kapitalmarktreaktion wird zum einen per kumulative abnormale Rendite und zum anderen per multivariates Regressionsmodell auf einer Portfolio-Basis untersucht. 5 der 6 untersuchten Ankündigungen unterstützen die Hypothese einer negativen Kapitalmarktreaktion. Eine Schlussfolgerung bezüglich der Annahme, dass besser kapitalisierte Banken weniger negativ betroffen sind, ist nicht eindeutig. Die dritte Hypothese, dass grössere Banken weniger negativ betroffen sind, lässt sich aufgrund der ermittelten Daten nicht bestätigen. Die letzte Hypothese betrifft die mögliche Einführung eines "Swiss Finish" für Grossbanken in der Schweiz. Bei der Veröffentlichung des Reports der Expertenkommission lassen sich negative Reaktionen in den Zeitfenstern [-20;-11] und [11;20] feststellen, aber nicht für die Tage/Zeitfenster direkt um die Ankündigung selbst.
