Since the end of the 1980 coup d’état Turkey has been in the midst of a complex process of democratization. Applying methodological pluralism in order to provide a comprehensive analysis of this process in a Turkish context, this book brings together contributions from prominent, Turkish, English, French, and Spanish scholars. Turkey’s Democratization Process utilises the theoretical framework of J.J. Linz and A.C. Stepan in order to assess the complex process of democratization in Turkey. This framework takes into account five interacting features of Turkey’s polity when making this assessment, namely: whether the underlying legal and socioeconomic conditions are conducive for the development of a free and participant society; if a relatively autonomous political society exists; whether there are legal guarantees for citizens’ freedoms; if there exists a state bureaucracy which can be used by a democratic government; and whether the type and pace of Turkish economic development contributes to this process. Examining the Turkish case in light of this framework, this book seeks to combine analyses that will help assess the process of democratization in Turkey to date and will be of interest to scholars and researchers interested in Turkish Politics, Democratization and Middle Eastern Studies more broadly.

This book analyzes the transformation of ethnic and religious political parties in Turkey with special focus on their role in the country’s democratization and regime changes. Turkey went through a process of autocratization under the rule of the AKP government over the last two decades. Scholars question the structural, agent-centered and cultural factors that led the country on this path, and provide the lessons learnt from this case for other cases of democratic decline or breakdown. This book contributes to this debate. It treats the three national elections (2002, 2007, 2015-June) as opportunities for democratization, in which the Islamist-successor AKP (in 2002, 2007) and the Kurdish-successor HDP (in 2015-June) managed to overcome identity politics and received the organized support from social groups outside of their traditional constituency. This book argues that in a semi-democratic context where repressive acts of the state (e.g. banning of parties, arresting politicians) have been subject to widespread public criticism, confronting the state becomes a salient issue. When these parties manage to frame this issue as one of democracy, they take ownership of it, and this then becomes an opportunity for democratizing the regime. This opportunity, yet, can be missed if the party follows an office-seeking strategy rather than a policy-seeking one.

This book charts the economic, social and political rise of the Justice and Development Party (JDP) as well as its political resilience over the last sixteen years. Going beyond the standard dichotomy debate of political Islam versus secularism, the author shows how the JDP, a political party with substantial roots in political Islam, came to power in 2002 as an outcome of the socioeconomic transformation process that started in the country in the 1980s. The book further illustrates how the party consolidated its ruling power by catering to its core constituencies via a multifaceted set of policies that gave rise to the emergence of a powerful political machine. A careful analysis of the JDP’s policy agenda highlights the discrepancy between the party's discourse and its supply of policies. Furthermore, the author shows how the party has skilfully (re-)framed its ideological stance by changing alliances, and in analysing this hybrid ideological framing she presents key underpinnings of the party that paved the way to a fundamental restructuring of the Turkish party system and establishment of a new regime that replaced the old guard. Democracy is in decline and the share of world's population living in freedom under democratic government has decreased considerably as authoritarian practices proliferate. Surprisingly, most of the analyses that study these developments give little attention to the role of political parties in the decline of democracy although there is a broad consensus about the relevance of political parties for the functioning of democracy. How parties can contribute to democracy is best understood by looking at a very diverse range of cases in different parts of the world. Instead of taking a regional approach which dominates the literature on political parties, this volume takes a global perspective. It brings together experts from four continents, which opens up fresh comparative perspectives on the role of political parties in the democratic process. Political Parties and the Crisis of Democracy asks how parties contribute to the consolidation of democracy, why they fail today, why new parties emerge and displace old parties, and also what parties need to do in order to survive cutthroat competition, above all with a new (and sometimes not so new) variants of populist parties. It takes a unique global focus, covering old and new democracies in different regions of the world. It covers Western and Central Europe, Asia-Pacific, Latin America and Africa, Turkey and Israel, including presidential, semi-presidential, and parliamentary democracies and also some countries where democracy is seriously threatened or eroding. Turkey’s new presidential regime, promoted and shaped by the Justice and Development Party (AKP), has become a global template for rising authoritarianism. By focusing on neoliberal authoritarian, hegemonic and Islamist aspects, this book sheds light on long- term dynamics that resulted in the regime transformation. It presents a comprehensive study at a time when rising authoritarianism challenges liberal democracies on a global scale. Reaching from critical political economy and state theory to media, gender and cultural studies, this volume covers a range of studies that transcend disciplinary boundaries. These essays challenge the narrative of an "authoritarian turn" that splits the AKP era into democratic and authoritarian periods. Hence, recent transformation is analyzed in a broad historical framework which is sensitive to both continuities and shifts.
