" Eight years after the Arab Spring there is still much debate over the link between Internet technology and protest against authoritarian regimes. While the debate has advanced beyond the simple question of whether the Internet is a tool of liberation or one of surveillance and propaganda, theory and empirical data attesting to the circumstances under which technology benefits autocratic governments versus opposition activists is scarce. In this book, Nils B. Weidmann and Espen Geelmuyden R2d offer a broad theory about why and when digital technology is used for one end or another, drawing on detailed empirical analyses of the relationship between the use of Internet technology and protest in autocracies. By leveraging new sub-national data on political protest and Internet penetration, they present analyses at the level of cities in more than 60 autocratic countries. The book also introduces a new methodology for estimating Internet use, developed in collaboration with computer scientists and drawing on large-scale observations of Internet traffic at the local level. Through this data, the authors analyze political protest as a process that unfolds over time and space, where the effect of Internet technology varies at different stages of protest. They show that violent repression and government institutions affect whether Internet technology empowers autocrats or activists, and that the effect of Internet technology on protest varies across different national environments. "In this book, we use the case of China to examine how state actors can transform the Internet and online discourse into a key strategic element for maintaining the government and relieving domestic pressure on national institutions. While scholars have long known that the democratizing influence of the Internet can be blunted by autocratic states, in this book, we show that the online sphere can effectively be co-opted by states like China and transformed into a supporting institution. Our theory, Directed Digital Dissidence, explains how autocracies manage critical online information flows and the impact this management has on mass opinion and behavior. While the expansion of the Internet may stimulate dissidence, it also provides the central government an avenue to direct that dissent away and toward selected targets. Under the strategy of Directed Digital Dissidence, the Internet becomes a mechanism to dissipate threats by serving as a targeted relief valve rather than a building pressure cooker. We consider the process and impact of this evolving state led manipulation of the political Internet using data and examples from China. We use an original large-scale random survey of Chinese citizens to measure Internet use, social media use, and political attitudes. We also consider the impact of the state firewall. Beyond simply identifying the government strategy, we focus on testing the effectiveness of the strategy with empirical data. We also consider how the redirection of dissent can be done across a broader range of targets, including non-state actors and other nations"--

Global adoption of the Internet has exploded, yet we are only beginning to understand the Internet's profound political consequences. Authoritarian states are digitally catching up with their democratic counterparts, and both are showing a growing interest in the use of cyber controls--online censorship and surveillance technologies--that allow governments to exercise control over the Internet. Under what conditions does a digitally connected society actually help states target their enemies? Why do repressive governments sometimes shut down the Internet when faced with uprisings? And how have cyber controls become a dependable tool in the weapons arsenal that states use in civil conflict? In Repression in the Digital Age, Anita R. Gohdes addresses these questions, providing an original and in-depth look into the relationship between digital technologies and state violence. Drawing on large-scale analyses of fine-grained data on the Syrian conflict, qualitative case evidence from Iran, and the first global comparative analysis on Internet outages, Gohdes makes the case that digital infrastructure supports security forces in their use of violent state repression. More specifically, she argues that mass access to the Internet presents governments who fear for their political survival with a set of response options. When faced with a political threat, they can either temporarily restrict or block online public access or they can expand mass access to online information and monitor it to their own advantage. Surveillance allows security forces to target opponents of the state more selectively, while extreme forms of censorship or shutdowns of the Internet occur in conjunction with larger and more indiscriminate repression.
