Biometrics-based authentication and identification are emerging as the most reliable method to authenticate and identify individuals. Biometrics requires that the person to be identified be physically present at the point-of-identification and relies on `something which you are or you do' to provide better security, increased efficiency, and improved accuracy. Automated biometrics deals with physiological or behavioral characteristics such as fingerprints, signature, palmprint, iris, hand, voice and face that can be used to authenticate a person's identity or establish an identity from a database. With rapid progress in electronic and Internet commerce, there is also a growing need to authenticate the identity of a person for secure transaction processing. Designing an automated biometrics system to handle large population identification, accuracy and reliability of authentication are challenging tasks. Currently, there are over ten different biometrics systems that are either widely used or under development. Some automated biometrics, such as fingerprint identification and speaker verification, have received considerable attention over the past 25 years, and some issues like face recognition and iris-based authentication have been studied extensively resulting in successful development of biometrics systems in commercial applications. However, very few books are exclusively devoted to such issues of automated biometrics. Automated Biometrics: Technologies and Systems systematically introduces the technologies and systems, and explores how to design the corresponding systems with in-depth discussion. The issues addressed in this book are highly relevant to many fundamental concerns of both researchers and practitioners of automated biometrics in computer and system security.

Biometricsâ€"the use of physiological and behavioral characteristics for identification purposesâ€"has been promoted as a way to enhance security and identification efficiency. There are questions, however, about, among other issues, the effectiveness of biometric security measures, usability, and the social impacts of biometric technologies. To address these and other important questions, the NRC was asked by DARPA, the DHS, and the CIA to undertake a comprehensive assessment of biometrics that examines current capabilities, future possibilities, and the role of the government in their developments. As a first step, a workshop was held at which a variety of views about biometric technologies and systems were presented. This report presents a summary of the workshop's five panels: scientific and technical challenges; measurement, statistics, testing, and evaluation; legislative, policy, human, and cultural factors; scenarios and applications; and technical and policy aspects of information sharing. The results of this workshop coupled with other information will form the basis of the study's final report.

The legacy Immigration and Naturalization Service (INS) developed IDENT in 1994 as a law enforcement system for collecting and processing biometrics. In 2004, the Department of Homeland Security (DHS) established the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) Program as the first large-scale biometric identification program to support immigration and border management. IDENT has evolved over the years into the central DHS-wide system for the storage and processing of biometric data. IDENT stores and processes biometric data-digital fingerprints, photographs, iris scans, and facial images-and links biometrics with biographic information to establish and verify identities. IDENT serves as a biographic and biometric repository for the Department. As a data steward, US-VISIT provides a service to its data providers and data users. US-VISIT identifies each collection by data provider and its authority to use, retain, and share it. IDENT enables sharing with authorized users after the data provider has approved the sharing. The process of retaining data provided to IDENT is referred to as enrollment. Each time an individual's biometrics are enrolled in IDENT, it is an encounter. Adding encounters to an already existing identity is referred to as an assignment. With each encounter, IDENT: Checks a person's biometrics against the IDENT watch list of known or suspected terrorists(KST), criminals, and immigration violators; Checks a person's biometrics against the entire database of fingerprints to help determine if a person is using an alias and/or attempting to use fraudulent identification; and Checks a person's biometrics against those associated with the identification document presented to help ensure that the document belongs to the person presenting it and not someone else.

Many people think of personal identification as only part of the security/surveillance apparatus. This is likely to be an oversimplification, which largely misrepresents the reality. 'Personal identity' means two separate concepts, namely that an individual belongs to specific categories and also that this individual is distinguished by other persons and understood as one. In other words, there are two different aspects involved in personal recognition: distinguishing between individuals and distinguishing between sets of people. The latter is likely to be the real issue. Dictatorships of any kind and totalitarian regimes have always ruled by categorizing people and by creating different classes of subjects. When rules want their subjects to humiliate themselves or their fellows, they create categories of people or exploit existing categories. From social and political points of view this allows a process known as 'pseudospeciation' to be produced. Pseudospeciation is a process which turns social and cultural differences into biological diversities. It promotes cooperation within social groups, overpowering the selfish interests of individuals in favor of collective interests, yet it also inhibits cooperation between groups, and it fosters conflict and mistrust. A procedure is described for determining whether two fingerprint impressions were made by the same finger.The procedure uses the x and y coordinates and the individual directions of the minutiae (ridge endings and bifurcations).The identity of two impressions is established by computing the density of clusters of points involving the differences in coordinates that are found in going from one of the fingerprint impression to the other.Experimental results using machine-read minutiae data are given along with results from a previously reported procedure that utilized constellations of minutiae in its matching process.(Author).
