The Detailed Functional System Requirements (DFSR) for the Integrated Facilities System (IFS) provides functional specifications for a facilities management system and the automated capabilities required to support the management system. The IFS DFSR provides the information essential for the verification and implementation of both the management system and automated support system, which together constitute the management information system. The IFS supports the management functions of planning, programing, budgeting, execution and review as they relate to real property resources at all command echelons from the installation through Headquarters, Department of the Army, CONUS-wide. The management system description provides the specification of the facilities guidance and reporting system and are presented in three groups: management (assets accounting and facility planning), real property maintenance activities, and new construction. The IFS DFSR is published in four parts to facilitate their utilization and to satisfy the various interests of the users. This part, Specifications for the Automated System, Part 3, presents the functional specifications required to provide the automated support recommended for the functional management system in Part 2 of the IFS DFSR. This study is an extension of previous IDA work (Paper P-2848) on improvements to the Consolidated Automated Support System (CASS). Part 1 of the current study identifies improvements to increase the coverage of CASS to include not only Navy avionics, for which the system was originally designed, but also the electronics of Navy ships, Marine Corps aircraft, and Marine Corps ground systems. Part 2 identifies software improvements to increase compatibility among different versions of CASS, to improve the general operability of the system, and to meet current DoD mandates that require commercial standards for electronics.

"Computer-based systems are becoming increasingly complex and expensive, and there is a need for extensive design prior to embarking upon costly implementation phases. Many design tools and design techniques have been proposed and some have been built to stand alone. They are, at best, loosely integrated with other tools. They have much in common, notably the construction and manipulation of models of the complex system under design and a high degree of interactivity. A detailed study of areas of commonality guides the requirements definition of a computer-aided design of computer systems (CADOCS) support nucleus. The nucleus provides an integrated set of primitives. A specification language targeted to the support nucleus allows description of the design model and human-model interaction. This paper hypothesizes that it is possible to define a methodology, a specification language, and an automated support environment suitable to the systematic development and execution of CADOCS systems. The methodology is applied to UCLA's Systems Architect's Apprentice (SARA) system--the test bed--and the resulting SARA/IDEAS system serves as an existence proof for the hypothesis."--Rand abstracts
