Since 1967. the most prominent events of a General Assembly of the International Astronomical Union are published in a separate volume. The Highlights of Astronomy (volume 9) report on the major scientific presentations made at the XXIst General Assembly July 23-August 1. 1991. Buenos Aires. Argentina. The present volume contains the texts of the three invited Di scourses and of the papers presented duri ng seven Joi nt Discussion Meetings and eight Joint Commission Meetings. The invited Discourses were arranged by the IAU Executive Committee and the Joint Discourses and Commission Meetings by the respective chairpersons. The overall responsability of the General Assembly was carried out by the IAU General Secretary (19B8-1991). Dr. D. McNally. The motivation for these volumes is to provide a vision for the future of small telescopes. While this is an admirable task, ultimately I believe that as happens all the time in science - the prognostications will be overtaken by a rapidly changing scientific reality. As Virginia Trimble points out in chapter 1, the kinds of big questions that face us as astronomers today are rather different than the ones that drove the construction of astronomical facilities through much of the twentieth century. Right now, it appears that small telescopes will not have a lot of influence in answering those questions, though they will of course contribute enormously to the many issues discussed throughout the three volumes. Weare on the verge of opening a whole new parameter space that may revolutionize the way we think of small telescopes and their role in astronomy - the domain of the rapidly variable sky. While the LSST is the most prominent example, it is a long way in the future. Nemiroff & Rafert (chapter 2) consider the value of monitoring large parts of the sky on a continuous basis, using technology similar to a webcam. They have installed their CONCAM2 at four locations, including Kitt Peak. A related project, built and operated by the Harvard graduate student Gaspar Bakos - HAT-l (Hungarian Automated Telescope) - also is in operation at Kitt Peak.

IAU Transactions are published as a volume corresponding to each General Assembly. Volume A is produced prior to the Assembly and contains Reports on Astronomy, prepared by each Commission President. The intention is to summarize the astronomical results that have affected the work of the Commission since the production of the previous Reports up to a time which is about one year prior to the General Assembly. Volume B is produced after the Assembly and contains accounts of Commission Meetings which were held, together with other material. The reports included in the present volume range from outline summaries to lengthy compilations and references. Most reports are in English.

IAU Symposium No. 167 brought together researchers who use CCDs and arrays, designers and manufacturers of CCDs and Array Mosaics and those who write the software to control these devices and to reduce the large amounts of data contained in each frame. At the meeting such topics as plans for applying the new technology to the new large telescopes that have been built recently and those planned in the near future, new developments in infrared arrays, advances and concerns with the use of CCDs in photometry and spectroscopy and the creation of large mosaics in photometry and spectroscopy and the creation of large mosaics of chips which allow larger areas of the sky to be covered in a single frame were discussed. There were sessions devoted to the following topics: New Developments in CCD Technology; New Developments in IR Detector Arrays; Direct Imaging with CCDs and Other Arrays; Spectroscopy with CCDs and Other Arrays; and Large Field Imaging with Array Mosaics. Scientific results of studies made with this technology were covered in the poster sessions. CCD and Array Detectors have become the detectors of choice at all the world's optical observatories. Such instruments on small university and college telescopes have turned these telescopes into instruments that can now do observations which in the past were done only on the largest telescopes. CCDs and Arrays are known as `the people's detector' because of their ability to turn small telescopes into true research instruments. On large telescopes observations can be made of extremely faint and crowded objects that were impossible to observe before the advent of CCD and Array technology. The proceedings of this meeting will be useful to all those who are interested in the design, manufacture and use of CCDs and Arrays for astronomical observations.
