Automated traffic law enforcement uses unattended cameras to detect and record traffic law violations. Most commonly, these cameras are used to detect red light and speed limit violations. Nationally, the Insurance Institute of Highway Safety (an independent, nonprofit organization) reports that as of April 2013, "red light cameras are used in approximately 530 communities and speed cameras are used in more than 124 jurisdictions." In Ohio, municipal authority for automated enforcement of traffic laws results from the constitutional grant of municipal home rule. The Insurance Institute for Highway Safety reports that five Ohio communities use automated enforcement only to detect speed limit violations; two communities use the devices only for red light violations; and nine communities use the devices for both red light and speed limit violations. The Ohio Revised Code addresses only limited issues related to automated traffic law enforcement.

A study was undertaken to review the recent Australian and international literature relating to traffic law enforcement. The specific areas examined included alcohol, speed, seat belts and signalised intersections. The review documents the types of traffic enforcement methods and the range of options available to policing authorities to increase the overall efficiency (in terms of cost and human resources) and effectiveness of enforcement operations. The review examines many of the issues related to traffic law enforcement including the deterrence mechanism, the effectiveness of legislation and the type of legal sanctions administered to traffic offenders. The need to use enforcement in conjunction with educational and environmental/engineering strategies is also stressed. The need for publicity to support enforcement operations, police training and education programs is also documented. The review concludes with a series of recommendations regarding the most promising options available to authorities to improve the effectiveness of traffic law enforcement operations.

The goal of this research was to find out which automated enforcement programs have been successful and what contributed to their success, as well as which programs have been unsuccessful and to draw lessons from their experiences. This was accomplished through a comprehensive assessment of automated speed and red light running enforcement activity in the United States and Canada, which led to the development of guidelines to assist agencies in implementing and operating successful automated enforcement programs. Over 350 jurisdictions with current or past automated enforcement programs were contacted by survey and phone as part of the assessment. In addition to the survey, an extensive literature review was conducted to determine the effect of the programs, cost effectiveness, and resource requirements, and to get the perspective of the public.

Traffic safety has been a persistent societal and public policy challenge. Conventional law enforcement by human police is often cost-ineffective due to the information asymmetry and negative externality that arise from unsafe driving behaviors. Recent decades have seen a rise of automated enforcement (in the form of traffic cameras), yet there has been limited understanding of its impact on road safety. Using a longitudinal dataset of traffic camera installations and police reports of road accidents in a metropolitan city in China, we study accident trends near the road intersections where traffic cameras are present. We analyze two types of cameras: advanced ones (that detect various traffic violations via constant video capture and analytics) and conventional ones (that detect limited violations via temporary image capture). Employing an event study design, we observe a significant and persistent decline in accidents near advanced cameras, compared to the locations without cameras or only with conventional cameras. We examine the underlying mechanisms and obtain supporting evidence: First, advanced cameras augment violation detection by capturing more violations (enforcement augmentation). Second, they constantly monitor and record traffic conditions, enhancing accident cause identification (evidence gathering). Finally, both capabilities gradually give rise to technology-enabled deterrence, such that the presence of cameras can deter risky driving and reduce accidents, regardless of whether such cameras are capable of detecting relevant traffic violations. This work contributes to the intersection of information systems, transportation economics, and criminology; and it offers crucial policy insights into the effective implementation of automated enforcement for traffic safety.
