The book examines innovation in environment-friendly technologies in the automobile industry. The focus of the book are Germany (a technology leader in the global automobile industry), on the one hand, and India, China and Brazil (technologically proficient emerging technology leaders) on the other hand. Patents have been used as a metric to measure and understand innovation. The book traces the evolution of regulatory standards in the automobile industry, relies on a unique patent dataset, and draws on a number of interviews conducted with regulators and engineers to get a better picture of how environmental policies and standards, including emission norms and fuel requirements, have developed overtime and now the industry has responded. The book’s core argument is that technological innovation is what has driven the industry in the past 125 years, but, at the same time, the industry has created problems and faced controversies with regard to its path dependency on carbon-intensive technologies. As a result, we have witnessed growing role of environmental regulators in ensuring that the growth path of the automobile industry, a powerhouse of growth of several economies, is aligned with the larger goals of addressing climate change and energy concerns. Against the backdrop of the emergence of Brazil, China and India in the global economy, the book focuses on the developments in these three countries, and draws parallels with Germany, which benefited from first mover advantage in technology and a substantial head-start in implementing cogent environmental policies. A standardized International Patent Classification (IPC) system has been used to, first, construct an index of regulatory stringency, based on regulations that came about between 1985 and 2010; and second, construct a unique cross-country weighted patent dataset for technologies invented in the past two and a half decades.

Greening Auto Jobs: A Critical Analysis of the Green Job Solution details current and problematic understandings of what constitutes a "green job." Adopting an approach grounded in critical political economy, this book presents a framework to scrutinize the green job solution and the theoretical framework which overwhelmingly informs contemporary green job creation efforts and ecological modernization. The text also explores the tensions that encircle the world of work and environmental action, often referred to as "jobs versus the environment," by detailing the conflicting commitments of political-economic actors to the idea of green job creation. These conflicts are outlined through an examination of the political-economic debate that has surrounded the Australian Government’s environmental plans from 2008 to 2012 and the conflicting positions of Australian trade unions on environmentally transitioning the world of work. Interviews with key political-economic actors provide in-depth and nuanced understandings of the varied perspectives of political and union leaders in Australia. The second part of the book presents a detailed case study of the posited green job solution within the specific context of the Australian automotive manufacturing industry. The case study is also informed by interviews with key industry, union, and policymakers. The automotive industry is scrutinized not only because it has expressed going green as important to its long-term economic future, but because the Australian Government declared that its $6.2 billion "New Car Plan for a Greener Future" policy would create green jobs. Therefore, the book engages with the task of examining the three multinational vehicle producers operating in Australia—Ford, GM Holden, and Toyota—and how they have responded and engaged with the idea of green jobs, greening the manufacturing process, and the vehicles they produce in Australia.

This book reveals the mechanisms underlying the convergence of car fuel economy regulations in Europe, Japan and the US by drawing upon a constructivist theory of International Relations and law that focuses on business competition and environmental regulations. It offers new understanding of the topic of cars and an issue of climate change, discussing the emerging phenomenon of convergence of fuel economy regulations; addressing the role of business actors in pushing for climate change action; proposing the new model of agency with and beyond states; and providing insightful case studies from Europe, Japan and the US. The opening chapter reviews the automobile industry and global climate change, providing a background for the discussion to follow. Chapter 2, Business Actors and Global Environmental Governance, grounds the discussion in the field of environmental governance. The third chapter is a case study examining the construction and timing of the European Union's climate policies for automobile CO2 emissions, discussing the underlying factors and the actors influencing the policies. The following chapter argues that Japan adopted its stringent fuel economy regulations primarily because of industry competitiveness, motivated by stringent environmental regulations in export markets and encouraged by a tradition of ‘co-regulation’ and ‘corporatism’ to enhance the regulations. Chapter 5 asks why the US, the first country to introduce fuel economy regulations, spent two decades in regulatory stagnation, and discusses how recent US fuel economy regulations came to converge with Japanese and European standards. Chapter 6 compares, contrasts and analyzes fuel economy regulations among the three case studies and identifies policy implications for the future climate governance for 2015 and beyond. The final chapter explores applicability of the ‘agency with and beyond the state’ model to other sectors and to climate governance as a whole.
