In an effort to shed light on recent developments in sociocybernetic research, this volume represents recent and advanced thinking in this rapidly developing field. The authors address the core problems in social science caused by increasing societal complexity and analyze the inadequacy of many of the methodological tools still used for grappling with nonlinear, self-organizing systems. Together, the 18 contributors propose elements of a new methodology based on sociocybernetic principles aimed at describing and explaining the growth of societal complexity, the contribution of autopoiesis of societal subunits to more societal complexity, and the new simulation-based methodology needed to observe complex social systems. This unique volume contributes to a greater understanding of sociocybernetics and its uses as a method for researching modern problems of increasing complexity and interdependence. The first part of the book deals with increasing societal complexity and contains chapters on its overall development, the complexity of brain-environment interaction loops, organizational change, the development of human values, and the increasing interpenetration of societal subsystems. The second part concentrates on a current issue in sociocybernetics: autopoiesis, or self-production. The chapters included in Part II concentrate on embodied cognition, on the applicability of autopoiesis to business firms, on its roots in Aristotelian philosophy, and on the possibility of societal control and steering in democratic societies. Part III, more focused on methodology, discusses the difficulties inherent in observing complex social systems. The chapters deal with the problems of cross-cultural comparative research, simulation of the evolution of social systems, longitudinal simulation of education systems, and the methodological difficulties associated with analyzing the unexpected complexities of mutually interacting nonlinear systems.

This book is the immediate result of the co-operation of a great number of scholars in the Netherlands Institute of Government (NIG). NIG is an interuniversity research school. As such it has a double task. In addition to offering a Ph.D program to students in Public Administration it also is a research institute in which a great number of scholars from seven Dutch universities participate and work on a common research program. The chapters in this book are all products of the research program that started in 1995. This program had the ambition to explore the frontiers of the discipline in two respects. First by studying a number of recent developments in society and their consequences for the functioning of government. These consequences can be summarised as the development of a system of multi level and multi actor governance. Second, by contributing to the knowledge of institutions, both by studying what factors are most important in the formation and change of institutions and by studying the effects of institutions on the behaviour of actors in different political and administrative settings. Most contributions to this volume either have their origin in conferences organized by the NIG or were published as an NIG working paper. Neoliberal reforms and globalization have deeply transformed the state and set in motion a momentous shift from 'government' to 'governance'. Governance entails a move away from traditional hierarchical forms of organization and the adoption of network forms. It also entails a revision of the relationship between state and civil society in a more participatory direction. Governance is finally said to be responsible for shifting the emphasis away from statute law to more flexible forms of regulation and implementation. The state is thus claimed to be superseded by a 'networked polity' where authority is devolved to task-specific institutions with unlimited jurisdictions and intersecting memberships operating at sub- and supra-national level.
