O livro Avaliação de Políticas e Políticas de Avaliação: a Educação Superior em perspectiva inicia com um aprofundamento teórico sobre avaliação de políticas, mais especificamente sobre as políticas educacionais; na sequência, discute as políticas para a educação superior no contexto da globalização econômica e neoliberal e da reconfiguração do campo a partir da década de 1990, além das políticas relacionadas ao planejamento, ao acesso e à permanência, acrescida da apresentação dos resultados de uma pesquisa realizada com estudantes sobre a percepção que possuem do processo formativo; a terceira parte dedica-se especificamente à análise da política de avaliação da educação superior a partir de breve trajetória histórica.
