This book re-examines the relationship between development strategy and political regime in twentieth-century Brazil. The first part of the study examines the beginning in the 1920s and 1930s of the centralized regime and state-centered development model later challenged in the 1980s, taking into account the economic and political role of Sao Paulo relative to the federal government. The analysis provides a distinctive account of the regime ruling Brazil from the 1930s through the 1980s. The second part focuses on the process of economic and political change in the 1980s and 1990s, paying particular attention to the Cardoso administration.

Since the early 2000s, state-led and innovation-focused strategies have characterized the approach to development pursued in countries around the world, such as China, India, and South Korea. Demonstra a influência do setor econômico na política urbana, e da pouca importância dada ao trabalho escravo que construiu a cidade. A política urbana, afirma a autora, desenvolveu-se no país com base num modernismo à moda da periferia e, na parte empírica do trabalho, explora a diferença da participação feminina na execução durante 12 anos do Projeto Sítio Grande e Dancing Days, no Recife. Finalmente, explicita os processos de lutas, conflitos e união pelo direito à moradia, avanços na superação de obstáculos na execução e gestão do projeto, e conquistas num processo de reconstrução e inserção nas/das cidades que proporcionem quebra de paradigmas, fortaleça a representatividade e efetiva participação dos moradores como protagonistas na/da transformação da paisagem urbana e do melhor viver para todos os cidadãos. Brazil is the largest country in Latin America with a varied geography and a population of over 200 million spread across 26 diverse states, generating wide-ranging infrastructure needs. Over the decades, many government investment initiatives have been launched to address these needs, however there remains a significant infrastructure gap in Brazil which continues to hamper growth potential. Over the past two decades, public investment has been considerably below the regional and income group averages and this has translated into much lower capital stock. Public investment averaged around 2 percent of GDP during the period 1995 to 2015, compared with 6.4 percent for Emerging Market Economies (EME) and 5.5 percent for Latin American Countries (LAC). As a result, public capital stock in 2015 was only 35 percent of GDP compared with an average of 92 for EME and 87 for LAC.
