Sozialer Zusammenhalt, Hilfsbereitschaft und Solidarität sind Grundlage einer aktiven und funktionierenden Gesellschaft. Daher ist die Aktivierung des bürgerschaftlichen Engagements ein zentraler Wert und wesentlicher Bestandteil des aktivierenden Wohlfahrtsstaates und seiner Modernisierungspolitik. Der aktivierende Staat versteht sich darin als Initiator und Motivator, ganz nach dem Leitsatz "Fordern und Fördern," der die Aufgabe hat, die Eigeninitiative seiner BürgerInnen zu aktivieren, bürgerschaftliches Engagement zu fördern, Eigenverantwortlichkeit zu entwickeln und das Gemeinschaftsgefühl zu stärken und sie dadurch zur Hilfe und Selbsthilfe zu ermutigen und zu befähigen. Zunächst wird die Bedeutung des bürgerschaftlichen Engagements für die Zivilgesellschaft sowie für den Staat und die Demokratie erläutert. Danach folgt eine Definition des bürgerschaftlichen Engagements und welche Ziele es verfolgt. Zur weiteren Vertiefung werden anschließend der Umfang und die Formen des Engagements beschrieben. Aufbauend darauf werden die Motive und Ziele der Engagierten skizziert. Später wird Mithilfe der AWO Flüchtlingshilfe ein konkretes Beispiel für eine Form des bürgerschaftlichen Engagements aufgezeigt. Darin werden die Arbeiterwohlfahrt, potentielle Freiwillige und die Einsatzbereiche der Engagierten vorgestellt.

Rebecca's Revival is the remarkable story of a Caribbean woman--a slave turned evangelist--who helped inspire the rise of black Christianity in the Atlantic world. All but unknown today, Rebecca Protten left an enduring influence on African-American religion and society. Born in 1718, Protten had a childhood conversion experience, gained her freedom from bondage, and joined a group of German proselytizers from the Moravian Church. She embarked on an itinerant mission, preaching to hundreds of the enslaved Africans of St. Thomas, a Danish sugar colony in the West Indies. Laboring in obscurity and weathering persecution from hostile planters, Protten and other black preachers created the earliest African Protestant congregation in the Americas.
