In our opinion, the development of hybrid balanced solutions to cope with a variety of automation levels and manual approaches, is a much more challenging research problem than the search for a purely automatic solution. Various research activities described in this book illustrate some of these challenges through the development proposals, assisting tools, and initial results. In certain chapters however, the balancing aspects are not yet achieved in the research area, but their inclusion in this book is intended to give a broader and more comprehensive perspective of the multiple areas involved. One important aspect to be noticed is the extension and application of the concept of balanced automation to all areas of the manufacturing enterprise. Clearly, the need for a "balanced" approach is not restricted to the shop floor components, rather it applies to all other areas, as illustrated by the wide spectrum of research contributions found in this book. For instance, the need for an appropriate integration of multiple systems and their perspectives is particularly important for the implantation of virtual enterprises. Although both the BASYS'95 and the BASYS'96 conferences have provided important contributions, approaches, and tools for the implantation of balanced automation systems, there are a number of areas that require further research: .

Towards Balanced Automation The concept. Manufacturing industries worldwide are facing tough challenges as a consequence of the globalization of economy and the openness of the markets. Progress of the economic blocks such as the European Union, NAFTA, and MERCOSUR, and the global agreements such as GATT, in addition to their obvious economic and social consequences, provoke strong paradigm shifts in the way that the manufacturing systems are conceived and operate. To increase profitability and reduce the manufacturing costs, there is a recent tendency towards establishing partnership links among the involved industries, usually between big industries and the networks of components' suppliers. To benefit from the advances in technology, similar agreements are being established between industries and universities and research institutes. Such an open tete-cooperation network may be identified as an extended enterprise or a virtual enterprise. In fact, the manufacturing process is no more carried out by a single enterprise, rather each enterprise is just a node that adds some value (a step in the manufacturing chain) to the cooperation network of enterprises. The new trends create new scenarios and technological challenges, especially to the Small and Medium size Enterprises (SMEs) that clearly comprise the overwhelming majority of manufacturing enterprises worldwide. Under the classical scenarios, these SMEs would have had big difficulties to access or benefit from the state of the art technology, due to their limited human, financial, and material resources.

This book includes a set of selected papers from the first "International Conference on Enterprise Information Systems," (ICEIS'99) held in SeÜtbal, Portugal, from 27 to 30 March 1999. ICEIS focuses on real world applications and aims at becoming a major point of contact between research scientists, engineers and practitioners in the area of business applications of information systems. This year four simultaneous tracks were held, covering different aspects related to enterprise computing, including: Systems Analysis and Specijication, Database Technology and its Applications, Artijicial Intelligence and Decision Support Systems, and Internet and Intranet Computing. Although ICEIS'99 received more than 200 submissions, only 96 papers were accepted for oral presentation and only 24 were selected for inclusion in this book. A number of additional keynote lectures, case studies and technical tutorials were also held. These presentations, by specialists in different knowledge areas made an important contribution to increase the overall quality of the Conference, and are partially expressed in the first two papers of the book.

In today's changing world, enterprises need to survive in an ever volatile competitive market environment. Their success will depend on the strategies they practice and adopt. Every year, new ideas and concepts are emerging in order for companies to become successful enterprises. Cross Border Enterprises is the new 'hot' topic arising in the business process world at present. Many terms have been coined together and are being driven in the popular business press to describe this new strategy of conducting business, ie. Extended Enterprise (Browne et al. , 1995; O'Neill and Sacket, 1994; Busby and Fan, 1993; Caskey, 1995), Virtual Enterprise (Goldmann and Preiss, 1991; Parunak, 1994; Goranson, 1995; Doumeingts et al. , 1995), Seamless Enterprise (Harrington, 1995), Inter-Enterprise Networking (Browne et al. , 1993), Dynamic Enterprise (Weston, 1996) and so on. Many people have argued that they mean the same thing, just using different words. Others feel they are different. But how different are they? In this paper the authors will present some basic lines required from this new strategy for conducting and coordinating distributed business processes (DBP), as well as trying to clarify the particularities of two of the widest spread terms related to it: Virtual and Extended Enterprise. 2 CLUSTERS OF PRESSURES The business world currently faces an increased trend towards globalisation, environmentally benign production and customisation of products and processes, forcing individual enterprises to work together across the value chain in order to cope with market influences.
