Excerpt from Problems of the Peace In particular, until events have decided otherwise, I shall not renounce the opinion that the present republican movements in Germany represent merely a transitory phase of a political transformation wh'ose outcome will be a democratized Empire still resting in the main upon a monarchical basis. At the moment of writing half the Sovereigns of Germany are exiles, and the other half are wondering what the morrow will bring. Forth. No one need pity these short-sighted men, who, had they been gifted with but a modicum of political sagacity, might still to-day have been ruling over communities as con tented as any in Europe. Nevertheless, it is probable that their fate in the end will be better than their, deserts. Throughout their history the Germans have been patient, long-suffering, and of great kindness to their. The European Union will remain united, but incomplete, asymmetrical and with undefined borders. The EU, which is much more than a common market, but less than a super-state or federation, can be conceived as an "empire." With this approach, Josep Colomer analyzes the current Europe's dilemmas: the vanishing of the states' sovereignty, the core role of Germany, the border conflicts with the neighboring Russian Empire, the differences between the euro-zone and the other member-states, and the malaise of the United Kingdom and the temptation of Brexit. 'This essay will be of clear and lasting value to a range of actors on the international stage. It is erudite and scholarly, yet accessible and elegantly written, using humor and colorful metaphors to simplify a complex subject that is often treated in a dry and abstract way. The argument is innovative, yet confident and convincing.' Helen Margetts, University of Oxford, UK 'Josep M. Colomer's 'The European Empire' offers an easily readable discussion of the ways in which the European Union has developed and deals with ongoing challenges, by underlying its achievements but also its shortcomings. Clearly written for a broader audience.' Simon Hug, Universite de Geneve, Switzerland"

From the assassination that triggered World War I to the ethnic warfare in Serbia, Bosnia, and Croatia, the Balkans have been the crucible of the twentieth century, the place where terrorism and genocide first became tools of policy. Chosen as one of the Best Books of the Year by The New York Times, and greeted with critical acclaim as "the most insightful and timely work on the Balkans to date" (The Boston Globe), Kaplan's prescient, enthralling, and often chilling political travelogue is already a modern classic. This new edition of Balkan Ghosts includes six opinion pieces written by Robert Kaplan about the Balkans between 1996 and 2000 beginning just after the implementation of the Dayton Peace Accords and ending after the conclusion of the Kosovo war, with the removal of Slobodan Milosevic from power.

Focusing on a range of Eurasian conflicts, including Nagorno-Karabakh, South Ossetia and Abkhazia, this book offers contemporary perspectives on the ongoing conflicts in the Eurasia, with an emphasis on the attempts towards peace. The book brings into focus how various factors such as ethnicity, religion, border disputes, resources, and animosities inherited from the past play crucial role in these conflicts. It questions whether developments in Eurasia affect other conflicts across the globe, and if differences between parties can be resolved without pulling the relations beyond adjustable limits. The book goes on to look at how tricky the path to peace would be, and furthers the development of a framework of study of Eurasian conflicts in the post-Soviet world, while taking into account both internal and external variables in analyzing these conflicts. It is a useful contribution to Central Asian and Caucasian Politics and Security Studies.

This open access book focuses on the origins, consequences and aftermath of the 1995 and 1999 Western military interventions that led to the end of the most recent Balkan wars. Though challenging problems remain in Bosnia, Macedonia, Kosovo, and Serbia, the conflict prevention and state-building efforts thereafter were partly successful as countries of the region are on separate tracks towards European Union membership. This study highlights lessons that can be applied to the Middle East and Ukraine, where similar conflicts are likewise challenging sovereignty and territorial integrity. It is an accessible treatment of what makes war and how to make peace ideal for all readers interested in how violent international conflicts can be managed, informed by the experience of a practitioner.

Balkan Tragedy written by Susan L. Woodward and has been published by Brookings Institution Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1995-04-01 with History categories.

Yugoslavia was well positioned at the end of the cold war to make a successful transition to a market economy and westernization. Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. The Yugoslav conflict is inseparable from international change and interdependence, and it is not confined to the Balkans but is part of a more widespread phenomenon of politic
