Why did the main challenge to the Ottoman state come not in peasant or elite rebellions, but in endemic banditry? Karen Barkey shows how Turkish strategies of incorporating peasants and rotating elites kept both groups dependent on the state, unable and unwilling to rebel. Bandits, formerly mercenary soldiers, were not interested in rebellion but concentrated on trying to gain state resources, more as rogue clients than as primitive rebels. The state's ability to control and manipulate bandits—through deals, bargains and patronage—suggests imperial strength rather than weakness, she maintains. Bandits and Bureaucrats details, in a rich, archivally based analysis, state-society relations in the Ottoman empire during the sixteenth and seventeenth centuries. Exploring current eurocentric theories of state building, the author illuminates a period often mischaracterized as one in which the state declined in power. Outlining the processes of imperial rule, Barkey relates the state political and military institutions to their socal foundations. She compares the Ottoman route with state centralization in the Chinese and Russian empires, and contrasts experiences of rebellion in France during the same period. Bandits and Bureaucrats thus develops a theoretical interpretation of imperial state centralization through incorporation and bargaining with social groups, and at the same time enriches our understanding of the dynamics of Ottoman history.

The years 1945-1965 saw heavy partisan conflict in the rural areas of Colombia, with at least 200,000 people killed. This virtual civil war began as a sectarian conflict between the Liberal and Conservative parties, with rural workers (campesinos) constituting the majority of combatants and casualties. Yet La Violencia resists classification as a social uprising, since calls for social reform were largely absent during this phase of the struggle. In fact, once the elite leadership settled on a power-sharing agreement in 1958, the conflict appeared to subside. This book focuses on the second phase (1958-1965) of the struggle, in which the social dimensions of the conflict emerged in a uniquely Colombian form: the campesinos, shaped by the earlier violence, became social and political bandits, no longer acting exclusively for powerful men above them but more in defense of the peasantry. In comparing them with other regional expressions of bandolerismo, the authors weigh the limited prospects for the evolution of Colombian banditry into full-scale social revolution. Published originally in 1983 as Bandoleros, gamonales y campesinos and now updated with a new epilogue, this book makes a timely contribution to the discourse on social banditry and the Colombian violencia. Its importance rests in the insights it provides not only on the period in question but also on Colombia's present situation.

The Politics of Aristocratic Empires is a study of a political order that prevailed throughout much of the world for many centuries without any major social conflict or change and with hardly any government in the modern sense. Although previously ignored by political science, powerful remnants of this old order still persist in modern politics. The historical literature on aristocratic empires typically is descriptive and treats each empire as unique. By contrast, this work adopts an analytical, explanatory, and comparative approach and clearly distinguishes aristocratic empires from both primitive and more modern, commercialized societies. It develops generalizations that are supported and richly illustrated by data from many empires and demonstrates that a pattern of politics prevailed across time, space, and cultures from ancient Egypt five millennia ago to Saudi Arabia five decades ago, from China and Japan to Europe, from the Incas and the Aztecs to the Tutsi. Kautsky argues that aristocrats, because they live off the labor of peasants, must perform the primary governmental functions of taxation and warfare. Their performance is linked to particular values and beliefs, and both functions and ideologies in turn condition the stakes, the forms, and the arenas of intra-aristocratic conflict�the politics of the aristocracy. The author also analyzes the roles of the peasantry and the townspeople in aristocratic politics and shows that peasant revolts on any large scale occur only after commercial modernization. He concludes with chapters on the modernization of aristocratic empires and on the importance in modern politics of institutional and ideological remnants of the old aristocratic order.

This volume brings together groundbreaking essays that laid the foundations of several of Horsley's later works. The initial aims of these essays were, first, to ferret out evidence from our sources, primarily from the histories of Josephus, evidence for the lives of ordinary people living in Judean and Galilean villages. A second purpose was to explore as precisely as possible the fundamental conflictual division between the Roman, Herodian, and high priestly rulers in Palestine and the Judean and Galilean villagers they ruled. A third purpose was to explore more particularly how the popular and scribal opposition to the rulers was manifested in a remarkable diversity of movements and their leaders. And the fourth purpose, entailed in the first two, was to wriggle out from under some of the controlling constructs of New Testament/biblical studies that had been hiding the considerable complexity of the historical context. This was necessary even to begin to discern more precisely the fundamental political--economic--religious conflict between the rulers and the villagers manifested in a diversity of social movements attested in the sources.
