Jordan’s garment sector employs a large number of women migrants from South Asia who face various challenges and vulnerabilities in their work environment. The COVID-19 pandemic has further exacerbated some of these vulnerabilities, leading to income losses. However, little information is available about this migration corridor. This study implemented qualitative phone survey interviews with returnee women migrants in Bangladesh to identify interventions that the organizations, such as the International Labor Organization and other actors supporting women’s safe migration could undertake to reduce women’s vulnerabilities in migration. The study identified networks of discipline and power, the perception of appropriate behavior at work and beyond and racialization as key areas that mediate vulnerabilities of women. We recommend increasing awareness of conditions at Jordan’s garment sector as part of pre-departure training, which is supported by the main recruitment practice of garment workers through BOESL in the country. Awareness raising includes information on the role of the Al Hassan Workers’ Center as well as on the role of the embassy of Bangladesh in Jordan. A second recommendation is to translate contractual documents into Bengali so that women migrants can better understand work conditions, including salaries. The final recommendation focuses on the need to continue research on the uneven power dynamics in Jordan’s garment sector to support dismantling networks of discrimination and power and racialization of the work environment.

Millions of female migrants experience various forms of exploitative and unsafe conditions when migrating for employment and income generation, both in countries of origin and in destination countries. Vulnerabilities increased further due to the Covid-19 pandemic, causing income and job losses, entrapment in countries of destination without financial or social support and stigmatization upon return. One of the key migration routes travelled by millions of migrants is from South Asia to the Middle East. We examine this migration route for low-skilled female migrant workers highlighting the impacts of interventions along the migration pathway to determine the effectiveness of alternative mechanisms for reducing forced labour and trafficking. We draw lessons from the literature as well as from interviews with key informants in the field, including academics, development partners, NGO workers, and policymakers, to identify promising interventions that successfully reduce the vulnerability of women migrants. We find that, while Covid-19 has increased migrant vulnerability, it has also exposed the current system’s violations in facilitating trafficking and exacerbating poor working conditions.

What does liberal order actually amount to outside the West, where it has been most institutionalised? This book follows the stories of forcefully displaced women and raises the question of whether we can still use the figuration of the nomadic subject in feminist theories and politics. This question is examined in the light of the ongoing global crises of mobility and severe border practices. In recounting their stories migrant and refugee women appear in the world as ‘who they are’ — unique and unrepeatable human beings —and not as ‘what they are’ —objectified ‘refugees’, ‘victims’ or ‘stateless subjects’. Women’s stories leave traces of their will to rewrite their exclusion from oppressive regimes, defend their choice of civil and patriarchal disobedience, grasp their passage, claim their right to have rights and affirm their determination for new beginnings. What emerges from the encounter between theoretical abstractions and women’s lived experiences is the need to decolonize feminist theories and make cartographies of mobility assemblages, wherein nomadism is a component of entangled relations and not a category or a figuration of a subject position.
