Diplomarbeit aus dem Jahr 2009 im Fachbereich BWL - Bank, Börse, Versicherung, Note: 2,0, Johannes Kepler Universität Linz (Institut für Asset Management), Sprache: Deutsch, Abstract: Mit 1. Jänner 2008 haben sich zwei wichtige Änderungen für Banken ergeben. Zum einen wurde die Bankenaufsicht in Österreich reformiert und zum anderen wurden die Eigenkapitalbestimmungen namens „Basel I“ durch das viel komplexere und umfassendere „Basel II“ abgelöst. Diesen beiden Entwicklungen wird in der vorliegenden Arbeit in Form einer Untersuchung des Status quo in Österreich Rechnung getragen. Mit der Bankenaufsichtsreform wurden die Aufgaben der Oesterreichischen Nationalbank (OeNB) und der Finanzmarktaufsichtsbehörde (FMA) besser abgegrenzt. Während die OeNB für umfassende Information und Analysen verantwortlich ist, übernimmt die FMA sämtliche behördlichen Agenden. Die neu geregelte Aufsicht hat im Wesentlichen zu klareren Kompetenzen und mehr Effizienz im Aufsichtsprozess geführt. In Bezug auf die Umsetzung von Basel II in Österreich wurden die eingesetzten Risikomodelle zur Ermittlung der Eigenmittelerfordernisse für die Säule 1 bzw. die Methoden zur Erfassung der Risiken im Bereich der Säule 2 untersucht. Hier kann festgestellt werden, dass die sechs analysierten Großbanken ihre Hausaufgaben gemacht haben und die Umsetzung besonders im Hinblick auf die Säule 1 weit fortgeschritten ist. Hier wer-den immer mehr interne, besser auf das Institut abgestimmte Modelle verwendet. Auch für die Säule 2 finden sich ausführliche Beschreibungen der Risikoerfassung, sodass der Eindruck entsteht, dass sich die Banken auch im Bereich des ökonomischen Kapitals sehr intensiv mit der Materie beschäftigt haben. Knapp zwei Jahre nach Einführung von Basel II ist die Regelsammlung aufgrund der Finanzmarktkrise bereits heftiger Kritik ausgesetzt. Vor allem die Diskussion um die Prozyklizität der Regelungen, fehlendes Eigenkapital und die Vernachlässigung des systemischen Risikos beherrscht die Medien. Der übersichtlichen Darstellung der wesentlichen Kritikpunkte sowie der Lösungsvorschläge, die in Summe in Richtung eines Basel III gehen, widmet sich der dritte Abschnitt dieser Arbeit.
