This study examines the conditions that enable civil society organizations (CSOs) to influence political parties during election campaigns. Drawing on desk reviews and the experiences of CSOs during the 2012 election in Ghana and Sierra Leone, the study found that, for CSOs to have their demands incorporated into party programs, qualities such as political neutrality, evidence-based data gathering, and consistency in judgments are critical. Furthermore, applying methods such as lobbying and strategic use of media were found to be very effective in engaging political actors. The study recommends that civil society organizations should be innovative in their strategies with political parties, in order to inject fresh momentum in the way political parties respond to CSOs.

At a time when uneven power dynamics are high on development actors’ agenda, this book will be an important contribution to researchers and practitioners working on innovation in development and civil society. While there is much discussion of localization, decolonization and ‘shifting power’ in civil society collaborations in development, the debate thus far centers on the aid system. This book directs attention to CSOs as drivers of development in various contexts that we refer to as the Global South. This book take a transformative stance, reimagining roles, relations and processes. It does so from five complementary angles: (1) Southern CSOs reclaiming the lead, 2) displacement of the North–South dyad, (3) Southern-centred questions, (4) new roles for Northern actors, and (5) new starting points for collaboration. The book relativizes international collaboration, asking INGOs, Northern CSOs, and their donors to follow Southern CSOs’ leads, recognizing their contextually geared perspectives, agendas, resources, capacities, and ways of working. Based in 19 empirically grounded chapters, the book also offers an agenda for further research, design, and experimentation. Emphasizing the need to ‘Start from the South’ this book thus re-imagines and re-centers Civil Society collaborations in development, offering Southern-centred ways of understanding and developing relations, roles, and processes, in theory and practice. Through the FAO-NORAD project, survey data was used to “map” women’s organizations and assess their present capacities and needs in the small-scale fisheries sector. Data collection for this study (herein referred to as the Women’s SSF Mapping Assessment) in Ghana focused on six regions: Western, Central, Eastern, Greater Accra, Volta and Oti. Across these regions, a total of 46 surveys were collected between 23 September and 5 November 2020 (for a full overview of the study methods, see Appendix 1). The results of this study and related recommendations for capacity enhancement activities were later validated by stakeholders at the National Inception and Consultative Workshop held on 20–23 April 2021 in Winneba in the Central region. The workshop was attended by 59 participants, including fish processors drawn from ten project communities; officers from the Fisheries Commission and other partner agencies, including the Food and Drugs Authority (FDA) and the Food Research Institute (CSIR-FRI); and civil society organizations and local non-governmental organizations (NGOs). Each of the ten communities were represented by two processors who participated in project-related surveys (e.g. the study’s baseline assessment) and a leader from at least one women’s small-scale fisheries group. In addition, women’s small-scale fisheries group leaders at the district, regional and national levels were also invited. In all, 30 fish processors and leaders participated in the validation process.
