This Discussion Paper presents the conclusions and recommendations from two round table discussions on the relationship between democratic governance and the achievement of development outcomes held in 2008 and 2011. At the first meeting, participants exchanged views and shared research findings on the complex linkages between democracy and development and how gains in development can contribute to democracy. This meeting also identified areas of policy development to improve multilateral action, particularly by the UN, in the critical areas of democracy building that can enhance sustainable development processes. The second meeting looked more specifically at the role of the UN in simultaneously promoting democracy and development agendas and, in particular, how normative, strategic and operational aspects of UN engagement can be developed to pursue these mutually reinforcing aims. Participants deliberated on the broader strategic issues of how the UN reconciles the political aspects of UN engagement in transitions to democracy and the more 'operational' aspects of UN engagement.

In recent decades, the conduct of international relations among and within states has been very considerably altered. Today, the content of these relations relies as much on international professional and civil society networks as it does on state-to-state transactions. The role of the Internet has been fundamental in widening communications opportunities for citizens and civil society, with a profound effect on democracy transition. In consequence, diplomacy has taken on a much more human and public face. Twenty-first century ambassadors and diplomats are learning to engage with civil societies, especially on the large themes of democratic change — an engagement that is often resisted by authoritarian regimes. A Diplomat’s Handbook for Democracy Development Support presents a wide variety of specific experiences of diplomats on the ground, identifying creative, human and material resources. More broadly, it is about the policy-making experience in capitals, as democratic states try to align national interests and democratic values. The Handbook also documents the increasingly prominent role of civil society as the essential building block for successful democratic transitions, with each case study examining specific national experiences in the aspiration for democratic and pluralistic governance, and lessons learned on all sides — for better or for worse. While each situation is different — presenting unique, unstructured problems and opportunities — a review of these experiences bears out the validity of the authors’ belief in the interdependence of democratic engagements, and provides practitioners with encouragement, counsel and a greater capacity to support democracy everywhere.

Over the past 25 years, the United States has made support for the spread of democracy to other nations an increasingly important element of its national security policy. These efforts have created a growing demand to find the most effective means to assist in building and strengthening democratic governance under varied conditions. Since 1990, the U.S. Agency for International Development (USAID) has supported democracy and governance (DG) programs in approximately 120 countries and territories, spending an estimated total of $8.47 billion (in constant 2000 U.S. dollars) between 1990 and 2005. Despite these substantial expenditures, our understanding of the actual impacts of USAID DG assistance on progress toward democracy remains limited-and is the subject of much current debate in the policy and scholarly communities. This book, by the National Research Council, provides a roadmap to enable USAID and its partners to assess what works and what does not, both retrospectively and in the future through improved monitoring and evaluation methods and rebuilding USAID's internal capacity to build, absorb, and act on improved knowledge.
