The second volume is dedicated to a detailed analysis of questions connected with the development of separate parts or regions of a town. It deals with such questions as planning and building-up of industrial and residential schemes as the organization of cultural and welfare facilities for a town as a whole and for its individual regions. Great attention is paid to the question of planting. The section "Planning and Development of Town Industrial Regions" deals with problems concerning the planning organization of such regions. This section includes requirements concerning the planning and the development of industrial estates in new as well as in existing towns. The section "Planning and Development of Residential Areas" considers questions concerning the progress of housing at different stages of our country's development. The section "Network of Cultural and Welfare Facilities" generalizes the experience obtained in the location of cultural and welfare establishments, gives an account of objective natural phenomena acting in the field of population servicing, determines the basic principles for locating service establishments both in the town itself and in the suburban zone, and outlines the way for the development of service facilities in the first period of building as well as in long-term planning. The section "System of Planting" deals with the part played by plants and greenery in the improvement of the town microclimate and of the sanitary conditions.

Discussing the origins of the Soviet economic planning system and the theories which founded it, previous attempts to reform the organisational structure and the particular problem of agriculture, Dyker presents a picture of an increasingly bleak future for the Soviet economy. The Economic Development of the USSR (1982) examines the economic advances the Soviet Union made as the first major economy to adopt full-scale socialist planning. It argues that the Soviet experience demonstrates that remarkable quantitative economic progress can be achieved but at a price which Western democracies would not tolerate. Moreover, while the planning and control mechanism of the USSR produced striking results, in the case of agriculture it often failed to produce satisfactory results. The book provides an impartial assessment of the merits and defects of the Soviet planning system, which also served as a model for many other Communist countries.

Quantity Planning And Price Planning In The Soviet Union written by Hans Hirsch and has been published by University of Pennsylvania Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-11-11 with Business & Economics categories.

Karl Scholz's translation of the study Mengenplanung und Preisplanung in der Sovijunion by Hans Hirsch reproduces the provocative thesis of the author in concise, lucid English. The need for such a book is made dear in Hans Hirsch's introduction: "The question of economic accounting under socialism has attracted much interest for a long time. This is primarily due to its key position in the controversy over the economic order. However, if understood correctly, it is just as important to pure economic theory. Here lies the best opportunity first to examine price theory statements and to perceive how far price theory has either general validity or is merely applicable to particular historical phenomena and, secondly, to separate out the items that are not determined by the logic of the theoretical system but by the incidental peculiarities of the empirical economy to which the theory is related. Hans Hirsch's treatise deals with the Soviet experience and difficulties. The treatise also shows the methods of economic guidance employed in Russia by considering the following significant theoretical economic series of topics: the principles determine quantities of product and the direction of their use; the distribution of authority and influence between higher and lower guiding agencies; the role of prices in the guiding process; and finally the operating forces and viewpoints, in setting prices. In the presentation the conflict between the system of material planning, which forms the basis, and the effects of the financial means of guidance, especially of prices, becomes clearly visible. This gives occasion to attempt a theoretical interpretation of the material guidance system, as such, and in its relationship to a financial guidance system. In so doing the author expresses views as to the basic compatibility of material and financial guidance methods, contrary to hitherto prevailing doctrine. The knowledge thus acquired will serve as renewed stimulus to further development of the theory of economic planning.

Planning in the Soviet Union compiles the result of M. Bernard’s two-month visit to the USSR in 1961, for the purpose of investigating regional planning on behalf of the French Government Planning Office. This compilation deals with the Soviet planning apparatus, including its organization and administration together with the reforms that have been at work since 1957, furnishing a broad outline of the many economic and social problems forming the essence of Soviet thinking and planning. This book provides a very clear picture of the complexity of problems involved, particularly with the USSR government battling with the concepts of centralization, decentralization, and in industry between a vertical and horizontal structure. The topics that include economic growth, investment, location of industry, transport, manpower, use of available local resources, and migration are discussed only in broad outline of the magnitude of problems in the Soviet economic system. The efficiency of investments, choice of criteria, problem of priorities, productivity in highly integrated units, rationalization, specialization, and cooperation are also deliberated in this selection. This publication is intended for the average informed reader, particularly those who are interested in administering the planning apparatus in the near future.
