This open access book analyses barriers and challenges associated with the financing of clean energy access in sub-Saharan Africa. By considering various economic, financial, political, environmental and social factors, it explores the consequences of energy poverty across the region and maps the real and perceived investment risks for potential capital providers, both domestic and international. This book examines the strategic interactions among China, the United States, Japan, and Southeast Asian States in the context of China’s rise and globalization after the cold war. Engaging the mainstream theoretical debates in international relations, the author introduces a new theoretical framework—institutional realism—to explain the institutionalization of world politics in the Asia-Pacific after the cold war. Institutional realism suggests that deepening economic interdependence creates a condition under which states are more likely to conduct a new balancing strategy—institutional balancing, i.e., countering pressures or threats through initiating, utilizing, and dominating multilateral institutions—to pursue security under anarchy. To test the validity of institutional realism, Kai He examines the foreign policies of the U.S., Japan, the ASEAN states, and China toward four major multilateral institutions, Asia-Pacific Economic Cooperation (APEC), the Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF), ASEAN Plus Three (APT), and East Asian Summit (EAS). Challenging the popular pessimistic view regarding China’s rise, the book concludes that economic interdependence and structural constraints may well soften the "dragon’s teeth." China’s rise does not mean a dark future for the region. This book explores the evolution of the 30 functioning multilateral development banks (MDBs). MDBs have their roots in the growing system of international finance and multilateral cooperation, with the first recognisable MDB being proposed by Latin America in financial cooperation with the US in the late 1930s. That Inter-American Bank did not eventuate but was a precursor to the World Bank being negotiated at Bretton Woods in 1944. Since then, a complex network of regional, sub-regional, and specialised development banks has progressively emerged across the globe, including two significant recent entrants established by China and the BRICS. MDBs arrange loans, credits, and guarantees for investment in member states, generally with the stated aim of fostering economic growth. They operate in both the Global North and South, though there are more MDBs focusing on emerging and developing states. While the World Bank and some of the larger regional banks have been scrutinised, little attention has been paid to the smaller banks or the overall system. This book provides the first study of all 30 MDBs and it evaluates their interrelationships. It analyses the emergence of the MDBs in relation to geopolitics, development paradigms and debt. It includes sections on each of the banks as well as on how MDBs have approached the key sectors of infrastructure, human development, and climate. This publication considers whether regional trade agreements have led to a new form of economic co-operation, by promoting deeper integration in the regulatory structures of participating countries. An examination of recent experiences are found to show that, although there is no single model for deeper integration, regional trade agreements have generally more effective than more remote WTO procedures in facilitating trade and improving transparency. Regional processes and rules are found to have been consistent with the multilateral obligations of each party, with additional commitments in the regional agreements complementing WTO rules.
