Is Iraq "artificial," on the verge of disintegrating? All too often, the answers to this question ignore Iraq's own history. In fact, the literature on indigenous attempts at dismembering Iraq is surprisingly patchy, especially with regard to the oil-rich south. This book presents, for the first time, an actual case of southern Iraqi separatism: a daring bid to turn Basra into a pro-British mercantile mini-state. The study uncovers the dynamics and limits of southern separatism, casts new light on the victory of Iraqi nationalism in the south and discusses the challenges of post-2003 regionalism in a federal Iraq.

The Persian Gulf has long been a contested space—an object of imperial ambitions, national antagonisms, and migratory dreams. The roots of these contestations lie in the different ways the Gulf has been defined as a region, both by those who live there and those beyond its shore. Making Space for the Gulf reveals how capitalism, empire-building, geopolitics, and urbanism have each shaped understandings of the region over the last two centuries. Here, the Gulf comes into view as a created space, encompassing dynamic social relations and competing interests. Arang Keshavarzian writes a new history of the region that places Iran, Iraq, and the Arabian Peninsula together within global processes. He connects moments more often treated as ruptures—the discovery of oil, the Iranian Revolution, the rise and decline of British empire, the emergence of American power—and crafts a narrative populated by a diverse range of people—migrants and ruling families, pearl-divers and star architects, striking taxi drivers and dethroned rulers, protectors of British India and stewards of globalized American universities. Tacking across geographic scales, Keshavarzian reveals how the Gulf has been globalized through transnational relations, regionalized as a geopolitical category, and cleaved along national divisions and social inequalities. The Kuwaiti population includes around 100,000 people - approximately 10 per cent of the Kuwaiti nationals -whose legal status is contested. Often considered `stateless', they have come to be known in Kuwait as biduns, from `bidun jinsiyya', which means literally `without nationality' in Arabic. As long-term residents with close geographical ties and intimate cultural links to the emirate, the biduns claim that they are entitled to Kuwaiti nationality because they have no other. But since 1986 the State of Kuwait, has considered them `illegal residents' on Kuwaiti territory. As a result, the biduns have been denied civil and human rights and treated as undocumented migrants, with no access to employment, health, education or official birth and death certificates. It was only after the first-ever bidun protest in 2011, that the government softened restrictions imposed upon them. Claire Beaugrand argues here that, far from being an anomaly, the position of the biduns is of central importance to the understanding of state formation processes in the Gulf countries, and the ways in which identity and the boundaries of nationality are negotiated and concretely enacted.

Insecure Gulf examines how the concept of Arabian/Persian Gulf 'security' is evolving in response to new challenges that are increasingly non-military and longer-term. Food, water and energy security, managing and mitigating the impact of environmental degradation and climate change, addressing demographic pressures and the youth bulge and reformulating structural economic deficiencies, in addition to dealing with the fallout from progressive state failure in Yemen, require a broad, global and multi-dimensional approach to Gulf security. While 'traditional' threats from Iraq, Iran, nuclear proliferation and trans-national terrorism remain robust, these new challenges to Gulf security have the potential to strike at the heart of the social contract and redistributive mechanisms that bind state and society in the Arab oil monarchies. Insecure Gulf explores the relationship between 'traditional' and 'new' security challenges and situates them within the changing political economy of the GCC states as they move toward post-oil structures of governance.
