This report presents the findings of an audit on the plans of care for children and youth who are in the long-term care of the Province of British Columbia. On average, there are nearly 4,500 such children in B.C. at any one time. They have come into continuing care because their parents have been unable to provide a safe home. Most of them have experienced abuse, neglect and other traumatic circumstances that have increased their vulnerability. For these children, the Province has assumed the role of prudent parent, and its child welfare system has a duty to provide focused and comprehensive care and support to improve their opportunities and outcomes.

The very notions of childhood and youth are intimately connected to contemporary norms, practices and spaces of care, caring and care-giving.
