This conflict prevention plan provides direction & guidelines for staff to use when confronted with bear management situations in British Columbia parks. The intent of the plan is to define appropriate courses of action to minimize the probability of bear-people conflicts while maintaining natural populations of grizzly & black bears throughout protected areas. The focus of the plan is on eliminating access by bears to human food & garbage and on managing visitor activities in areas of high seasonal bear use. The plan first describes preventive actions related to staff training, visitor information, facility location & design, food storage, and garbage handling. It then presents guidance on responsive management, including decision criteria for identifying problem bears, bear warnings & area closures, aversive conditioning of bears, and translocation or destruction of problem bears. Subsequent sections provide information on developing a bear emergency plan, monitoring, research & evaluation, the roles & responsibilities of government agencies, and inter-agency co-operation. Appendices include a glossary, bear-proof garbage & food container designs, and copies of forms for recording data on bears.
