Er beschäftigt Musiker und Musikforscher, Komponisten und Bearbeiter, er bietet dem Hörer tönende Information und klingende Kurzweil.“ Diese vielzitierte Aussage von Kurt Blaukopf aus dem Jahr 1973 fasst die Bedeutung des Rundfunks nach 50-jähriger Entwicklung zusammen und stellt insbesondere die Funktion der Musik in den Vordergrund. Während die Möglichkeit der allgegenwärtigen Beschallung in der heutigen Zeit nicht mehr so außergewöhnlich erscheint, gehören die tagesbegleitende Funktion, der Bildungsauftrag, die Aufgabe des Musikprogramms, der Hörfunk als Arbeitgeber und das Verhältnis von Information und Unterhaltung immer noch zu den vieldiskutierten Themen der medien- und musikwissenschaftlichen Forschung und prägen die Gespräche in den Rundfunkstationen selbst. Das Publikationsaufkommen zu den verschiedenen Bereichen ist umfangreich, jedoch werden oftmals allgemeine Aussagen getroffen und auf das gesamte Rundfunksystem bezogen, ohne die derweil ausgeprägte Differenziertheit der einzelnen Programme, Formate und Sender zu beachten. Grundsätzliche Unterschiede in der Haltung von Musikwissenschaftlern, von Musikredakteuren privater Rundfunksender und von Redakteuren öffentlich-rechtlicher Stationen sind zwar verständlich, dennoch wäre eine explizitere Einschränkung des Untersuchungsgegenstands wünschenswert und würde die unterschiedlichen Ergebnisse der Beiträge verständlicher machen. Am Ende dieser Arbeit soll die Auswertung aktueller Sendepläne von zwei Stichtagen des ersten Hörfunkprogramms des Südwestrundfunks in Rheinland-Pfalz (im Folgenden SWR1 RP) stehen. Um die ausgewählten Kriterien der Untersuchung verständlich zu machen, werden im ersten Teil hinführend die wichtigsten Stationen in der Entwicklung des Rundfunks dargestellt. Technische Neuerungen, politische Interessen und juristische Entscheidungen hatten Bedeutung für die Entstehung des heutigen dualen Rundfunksystems. In Bezug auf die derzeitige Radiolandschaft wird es daran anknüpfend eine kurze Abgrenzung der Senderformen des dualen Systems geben.
