De vrijheid van meningsuiting is dé basisgarantie van het samen-leven. Sinds de Verlichting leeft dit grondrecht in verstandhouding met die andere grondwettelijke vrijheid, de godsdienstvrijheid. Maar in onze land lijken we die verstandhouding nu kwijt te raken. Een samenleving bestaat niet als bevolkingsgroepen naast elkaar leven. Ze bestaat alleen als deze bevolkingsgroepen dezelfde basiswaarden delen, ondanks soms heel verschillende geloofsovertuigingen en levensbeschouwingen. Het is ook vandaag overduidelijk dat velen van onze medeburgers al te zeer overtuigd zijn van hun grote gelijk en nog slechts een schaars besef hebben van de betekenis van concepten als vrijheid, vrije meningsuiting, godsdienstvrijheid en scheiding van kerk en staat. Dit zijn nochtans de fundamenten van onze samenleving. Maar ze zijn zo evident geworden doorheen de jaren dat we het belang ervan haast niet meer in ere houden en bijgevolg ook niet meer uitleggen en duiden, bijvoorbeeld aan jonge mensen. Allochtone jongeren lijken zich er vaak niet bewust van te zijn, maar ook autochtone jongeren hebben het moeilijk om zich op dat gebied goed te oriënteren. Zelfs sommige rechters lijken het niet helemaal te snappen. Maar hoe kun je iets met elkaar delen wat je niet kent? Of niet begrijpt? Dit boek wil een bijdrage te leveren tot deze verheldering. Johan Op de Beeck schetst het ontstaan en de geschiedenis van de vrije meningsuiting en stelt een aantal confronterende maar onontkoombare actuele vragen.

This new book shows how citizenship, and its meaning and form, has become a vital site of contestation. It clearly demonstrates how whilst minority groups struggle to redefine the rights of citizenship in more pluralized forms, the responsibilities of citizenship are being reaffirmed by democratic governments concerned to maintain the common political culture underpinning the nation. In this context, one of the central questions confronting contemporary state and their citizens is how recognition of socio-cultural ‘differences’ can be integrated into a universal conception of citizenship that aims to secure equality for all. Equality policies have become a central aspect of contemporary European public policy. The ‘equality/difference’ debate has been a central concern of recent feminist theory. The need to recognize diversity amongst women, and to work with the concept of ‘intersectionality’ has become widespread amongst political theory. Meanwhile European states have each been negotiating the demands of ethnicity, disability, sexuality, religion, age and gender in ways shaped by their own institutional and cultural histories. This book was previously published as a special issue of Critical Review of International Social & Political Philosophy (CRISPP).
