On 7 August 1914 a French corps attacked towards Mulhouse in Alsace and was immediately thrown back by the Germans. On 14 August, two weeks before Tannenberg and three weeks before the Battle of the Marne, the French 1st and 2nd Armies attacked into Lorraine, and on 20 August the German 6th and 7th Armies counterattacked. After forty-three years of peace, this was the first test of strength between France and Germany. In 1929, Karl Deuringer wrote the official history of the battle for the Bavarian Army, an immensely detailed work of 890 pages, chronicling the battle to 15 September. It is hard to imagine nowadays that, for many years, France and Germany considered each other as "arch enemies." And yet, for well over a century, these two countries waged verbal and ultimately violent wars against each other. This study explores a particularly virulent phase during which each of these two nations projected certain assumptions about national character onto the other - distorted images, motivated by antipathy, fear, and envy, which contributed to the growing hostility between the two countries in the years before the First World War. Most remarkably, as the author discovered, the qualities each country ascribed to its chief adversary appeared to be exaggerated or negative versions of precisely those qualities that it perceived to be lacking or inadequate in itself. Moreover, banishing undesirable traits and projecting them onto another people was also an essential step in the consolidation of national identity. As such, it established a pattern that has become all too familiar to students of nationalism and xenophobia in recent decades. This study shows that antagonism between states is not a fact of nature but socially constructed.

It is commonly held that the inter-war era marked little more than a ceasefire between two world wars, with the improvement in German-Allied relations forged at Locarno in 1925 cut short by the global economic turmoil that followed the 1929 Wall Street Crash. A Vision of Europe challenges this received wisdom, offering a fundamental re-evaluation of inter-war Franco-German relations during the Great Depression and providing a fuller understanding of the historical origins of today's European Union. It demonstrates that rather than lapsing into mutual recrimination and national egotism, France and Germany engaged with the challenges of the post-1929 slump by way of plans for a Franco-German customs union and wider bilateral economic collaboration, whether across the Rhine, in the French Empire, or elsewhere in Europe. These plans were regarded as the initial steps on the road to a European Union that would reconcile Berlin's search for national rehabilitation with France's need for national security, so providing a means of resolving the formidable legacies of the First World War and Versailles Peace Settlement. Their efforts culminated in September 1931 in a formal agreement to establish a Franco-German economic community, which included the institutional means to transform ambition into reality. Unlike comparable post-1949 diplomacy, however, these aspirations ended in failure, but they nonetheless provided an invaluable, if largely unacknowledged template for the process of (West)-European recovery in the aftermath of the Third Reich. This finely-focused study of the exchanges between individual politicians and diplomats, whether domestically or across the Rhine, also examines the relationship between the official sphere, the press, and a range of cultural associations and initiatives. It also explores the role of key economic associations and pressure groups whose energies were harnessed by Paris and Berlin in the cause of rapprochement. These were complex processes where success or failure could rest on particular personal exchanges, a badly-timed election, or unanticipated economic upsets that compromised diplomacy's best-laid plans.

Treitschke does not make space for historic doubts or probabilities. He has the satisfaction of having arrived at final opinions in regard to actual conditions, while his predictions for the future are almost as assured as his descriptions of the present. The point of date was written in i87l-while the provisions of the settlement with France were Jaeing. put into shape by the authorities. It would hardly be accurate to say that these provisions were under consideration with the people of Germany for, under the conditions existing, the people had very little to say in regard to the terms of the treaty. It is possible, however, that the views of Bismarck and Moltke (views which were accepted with little question by the old Emperor) may have been influenced, or at least have been strengthened, by the counsel of so good an advocate of Imperialism as Treitschke. In any case, the adjustment finally arrived at was in substantial accord with Treitschke's recommendations. Treitschke phrases the German claim as follows: The sense of justice to Germany demands the lessening of France. Every intelligent man sees that that military nation cannot be forgiven, even for the economic sacrifices of the war, on the payment of the heaviest indemnity in money. Why was it that, before the declaration of the war, and before a single German newspaper had demanded the restitution of the plunder, the anxious cry rang through Alsace and Lorraine, "The dice are to be thrown to settle the destiny of our provinces'' ? Because the awakened conscience of the people felt what penalty would have to be paid in the interests of justice by the disturber of the peace of nations."
