Recent discoveries in psychology and neuroscience have improved our understanding of why our decision making processes fail to match standard social science assumptions about rationality. As researchers such as Daniel Kahneman, Amos Tversky, and Richard Thaler have shown, people often depart in systematic ways from the predictions of the rational actor model of classic economic thought because of the influence of emotions, cognitive biases, an aversion to loss, and other strong motivations and values. These findings about the limits of rationality have formed the basis of behavioral economics, an approach that has attracted enormous attention in recent years. This collection of essays applies the insights of behavioral economics to the study of nuclear weapons policy. Behavioral economics gives us a more accurate picture of how people think and, as a consequence, of how they make decisions about whether to acquire or use nuclear arms. Such decisions are made in real-world circumstances in which rational calculations about cost and benefit are intertwined with complicated emotions and subject to human limitations. Strategies for pursuing nuclear deterrence and nonproliferation should therefore, argue the contributors, account for these dynamics in a systematic way. The contributors to this collection examine how a behavioral approach might inform our understanding of topics such as deterrence, economic sanctions, the nuclear nonproliferation regime, and U.S. domestic debates about ballistic missile defense. The essays also take note of the limitations of a behavioral approach for dealing with situations in which even a single deviation from the predictions of any model can have dire consequences.

The proliferation of nuclear weapons is an ideal subject for social science scholarship, and such scholarship is especially timely now. Among the topics discussed in The Proliferation Puzzle are: The building of nuclear weapons is a complex task touching upon many of the subjects of study at the core of social science and international relations. Nuclear weapons may be acquired as a hedge against external threat, for reasons of national prestige, or as a result of pressures by domestic coalitions among scientists, bureaucrats, and the military. They may be sought for defensive purposes or to support hegemonic aspirations. Nuclear weapons also raise questions about civilian command and control, especially in crisis situations. During the last two decades the acquisition of nuclear weapons has been proscribed by the non-proliferation regime. The decisions countries made about acquiring these weapons and the manner they chose to build them serve as a test of the efficacy of this particular regime, and of international regimes more generally. Nuclear weapons were introduced at the time bipolarity became the international order. As the world moves away from bipolarity, there is a need to answer questions such as: What would be the effect of nuclear weapons in a multipolar order? How will the spread of nuclear weapons affect the distribution of capabilities among states? If nuclear weapons spread to additional countries, will they enhance stability or exacerbate instability? Can the spread of these weapons be managed or controlled? This book brings together scholars from different schools within international relations and the social sciences to address the question of why nuclear weapons spread. A disciplined, rigorous examination of proliferation is important not only for scholarship but also for informed policymaking. The purpose of social science is to formulate hypotheses and devise theories that advance our understanding of society and aid in the fashioning of enlightened policy. The essays in this volume show how explicit hypotheses about the causes and consequences of nuclear weapons proliferation provide a deeper understanding of the problem and suggest specific, theory-informed policy recommendations.

When security and arms control analysts list what has helped keep nuclear weapons technologies from spreading, energy economics is rarely, if ever, mentioned. Yet, large civilian nuclear energy programs can-and have-brought states quite a way towards developing nuclear weapons; and it has been market economics, more than any other force, that has kept most states from starting or completing these programs. Since the early 1950s, every major government in the Western Hemisphere, Asia, the Middle East, and Europe has been drawn to atomic power's allure, only to have market realities prevent most of their nuclear investment plans from being fully realized. Adam Smith's Invisible Hand, then, could well determine just how far civilian nuclear energy expands and how much attention its attendant security risks will receive. Certainly, if nuclear power's economics remain negative, diplomats and policymakers could leverage this point, work to limit legitimate nuclear commerce to what is economically competitive, and so gain a powerful tool to help limit nuclear proliferation. If nuclear power finally breaks from its past and becomes the cheapest of clean technologies in market competitions against its alternatives, though, it is unlikely that diplomats and policymakers will be anywhere near as able or willing to prevent insecure or hostile states from developing nuclear energy programs, even if these programs help them make atomic weapons. Will the global spread of nuclear power programs, which could bring many more countries much closer to acquiring nuclear weapons capabilities, be an inevitable consequence of energy market economics? Or is such an expansion impossible without government subsidies and new policies to support them? International efforts to prevent the spread of weapons of mass destruction (WMD)—including nuclear, biological, and chemical weapons—rest upon foundations provided by global treaties such as the Nuclear Non-Proliferation Treaty (NPT) and the Chemical Weapons Convention (CWC). Over time, however, states have created a number of other mechanisms for organizing international cooperation to promote nonproliferation. Examples range from regional efforts to various worldwide export-control regimes and nuclear security summit meetings initiated by U.S. president Barack Obama. Many of these additional nonproliferation arrangements are less formal and have fewer members than the global treaties. International Cooperation on WMD Nonproliferation calls attention to the emergence of international cooperation beyond the core global nonproliferation treaties. The contributors examine why these other cooperative nonproliferation mechanisms have emerged, assess their effectiveness, and ask how well the different pieces of the global nonproliferation regime complex fit together. Collectively, the essayists show that states have added new forms of international cooperation to combat WMD proliferation for multiple reasons, including the need to address new problems and the entrepreneurial activities of key state leaders. Despite the complications created by the existence of so many different cooperative arrangements, this collection shows the world is witnessing a process of building cooperation that is leading to greater levels of activity in support of norms against WMD and terrorism.
