We are at a point in history where economic inequalities are more widespread each day. The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts.The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.

Oltre al loro significato spirituale, i beni culturali di interesse religioso, proprio perché rappresentano un elemento essenziale della storia, della cultura e dell’identità del territorio in cui si trovano, sono infatti una manifestazione tangibile della pluralità di sistemi culturali e tradizioni che caratterizzano l’area euro-Mediterranea. Tale compito di valorizzazione finalizzata alla più ampia fruizione non è demandato solo ai fedeli, ma all’intera comunità democratica e dunque enti locali, Stati, organizzazioni internazionali, comunità religiose e attori della società civile, secondo varie modalità e livelli.

The central theme of this book is ecological and territorialist conversion as a strategic response to the crisis. 'The return to the territory' can be conceived as a valorisation of the common heritage of assets (environmental, urban fabric, landscape, socio-cultural) that mould the identity and lifestyles of every place on the earth. This calls for several issues to be addressed: the fusing of fragmented knowledge into a science of the territory that addresses the problems of socio-territorial and environmental decay in an integrated manner; the definition of new markers and policies of public welfare and happiness, including the landscape as a measure of the quality of peoples' life-worlds; the boosting of tools of local democracy and supportive federalism; the restoration of centrality to the rural world in the production of healthy food, hydro-geological protection measures, ecological reclamation, urban and landscape quality and integrated economies.
