Around the world, under widely differing conditions and with varying degrees of success, reform-oriented groups are struggling to democratize their countries and to strengthen the market economy. The peaceful transition from authoritarian regimes poses enormous challenges for citizens and politicians alike. The public, however, has generally become aware only of spectacular events within the transition process. Until now, there has been no systematic analysis of transformation processes to aid in learning from past experiences and errors. The Bertelsmann Transformation Index (BTI) serves to fill this knowledge gap. Comparing the status of democracy and market economy on an international basis (Status Index), the BTI also provides comprehensive data on the quality of political management in 119 transition countries from 2003 to 2005 (Management Index). The detailed country reports are documented on the enclosed CD-ROM.

Managing the peaceful transition of authoritarian states to democracy and a market-economic system represents a tremendous challenge. Whether it comes to reconstituting the coherency of the state following armed conflict, expanding participation rights and the rule of law in emerging democracies, overcoming corrupt structures, fighting poverty and inequality, or establishing clear rules for stable market-economic competition, the requirements are enormous, and the pressure on responsible leaders is intense. After all, the quality of governance makes an essential contribution to the success or failure of transformation processes. The Bertelsmann Stiftung's Transformation Index (BTI) thus systematically places political decision-makers' steering capability at the heart of its analysis and, as a result, is the only index in the world that measures and compares the quality of governance with self-collected data. There is much speculation about whether democracy is still advancing around the world and the influence that leading authoritarian or semi-authoritarian regimes such as Russia are starting to have on the trends. This collection assesses global trends in democratisation, reviews the condition of international democracy promotion and enquires into whether serious competition in the form of autocracy promotion is now a major possibility. The influence of international politics on national political regimes is explored in more detail for Russia’s resistance to democracy promotion and Russian influence on regimes in Central Asia in particular, along with an Indian perspective on India’s reluctance to push for democracy abroad and concerns that democracy promotion itself should be considered more critically if it undermines democratisation in foreign aid-dependent states. The book concludes by briefly addressing the potential significance of the 2011 ‘Arab spring’ for these themes. This book was published as a special issue of Contemporary Politics.

For the positive experience with tying progress in negotiations with progress in reform in Central and Eastern Europe, the European Union made its membership offer to the Western Balkans countries conditional on specific democratic principles, most notably (full) cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY). Yet, although EU membership is regarded as highly attractive both for political elites and the general public in the region, the erratic record of compliance with ICTY-related EU conditionality in Croatia since 2000 raises questions about the EU’s ability to provide for ‘rule transfer’ and ‘norm diffusion’ in the current enlargement round and poses a puzzle to scholars of international relations and EU enlargement alike. My findings suggest that EU conditionality was rather inconsistently applied toward Croatia. Two main conclusions can be made from this. First, individual member states have gained in influence over enlargement policy that leads to a more politicized use of the conditionality tool undermining its effectiveness. Second, it illustrates the need to place politics in time and to go beyond purely rationalist explanations.
