Studienarbeit aus dem Jahr 2002 im Fachbereich Medien / Kommunikation - Journalismus, Publizistik, Note: 2,0, Otto-Friedrich-Universität Bamberg, Veranstaltung: Proseminar: Das Berufsbild im Wandel - Fiktion, Ideal und Wirklichkeit, Sprache: Deutsch, Abstract: „Zwei von fünf Journalisten betrachten die freie Tätigkeit nicht als das Ziel ihrer Mühen, sondern lediglich als Warteschleife auf die Festanstellung“ (Müller 1999:114). Mit diesem Zitat möchte ich meine Arbeit beginnen, die sich mit dem Berufsfeld des Freien Journalisten beschäftigt und hier ins besondere die wirtschaftliche und rechtliche Situation der Freien behandelt. Im weiteren Verlauf wird man hoffentlich verstehen, warum ich dieses Zitat als den Einstieg in meine Arbeit gewählt habe. Zunächst aber möchte ich erläutern, was man unter einem „Freien Journalisten“ versteht und auch hier einige Differenzierungen vornehmen. Ausserdem werde ich auf das soziale Netz näher eingehen und hierbei insbesondere Bezugnehmen auf die Künstlersozialversicherung. Des weiteren habe ich ein Kapitel der wirtschaftlichen Lage der Freien gewidmet, da dies ein recht komplexes und stets aktuelles Thema für die Freien zu sein scheint. In diesem Zusammenhang werde ich auf Honorare und auf Dienst- und Werkverträge eingehen. Letztlich wird die Rechtslage erläutert und hier insbesondere das Urheberrecht und die Verwertungsgesellschaften. Besonders bedeutend für diese Arbeit waren die DJV Ratgeber „Von Beruf Frei“ und „Tipps für Freie Journalistinnen und Journalisten“. Ebenfalls hilfreich war der „Ratgeber Freie Journalisten“ von Berthold Flöper sowie die Website des Deutschen Journalisten-Verbands (DJV).

What are the underlying rationales for industrial policy? Does empirical evidence support the use of industrial policy for correcting market failures that plague the process of industrialization? To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.
