This book proposes a renewal of 'Open Regionalism' in Latin America and the Caribbean (LAC) aimed at achieving the region's goals of high growth with stability. The LAC region experienced a growth spurt with equity during the first decade of the 21st Century. It is well understood that an unsustainable demand boom fueled by terms-of-trade improvements drove this growth acceleration episode, especially in South America. Unfortunately, terms of trade are no longer fueling growth, and the region’s policymakers are in search of new sources of growth with stability. With the experience of East Asia and the Pacific in mind, many policymakers in LAC are looking to international economic ties as a potential source of stable growth. The challenge highlighted in this book lies in designing an integration agenda comprising trade and factor market integration that is conducive to region-wide efficiency gains, which can help LAC enhance its global competitiveness. The forces of geography imply that pro-growth global integration cannot be achieved without building a strong neighborhood. Thus, this volume argues that LAC's regional economic integration agenda needs to go well beyond the current spaghetti bowl of preferential trading arrangements.

In the 1950s and 1960s, as the white residents, real estate agents, and municipal officials of many American cities fought to keep African Americans out of traditionally white neighborhoods, Philadelphia’s West Mount Airy became one of the first neighborhoods in the nation where residents came together around a community-wide mission toward intentional integration. As West Mount Airy experienced transition, homeowners fought economic and legal policies that encouraged white flight and threatened the quality of local schools, seeking to find an alternative to racial separation without knowing what they would create in its place. In Making Good Neighbors, Abigail Perkiss tells the remarkable story of West Mount Airy, drawing on archival research and her oral history interviews with residents to trace their efforts, which began in the years following World War II and continued through the turn of the twenty-first century. The organizing principles of neighborhood groups like the West Mount Airy Neighbors Association (WMAN) were fundamentally liberal and emphasized democracy, equality, and justice; the social, cultural, and economic values of these groups were also decidedly grounded in middle-class ideals and white-collar professionalism. As Perkiss shows, this liberal, middle-class framework would ultimately become contested by more militant black activists and from within WMAN itself, as community leaders worked to adapt and respond to the changing racial landscape of the 1960s and 1970s. The West Mount Airy case stands apart from other experiments in integration because of the intentional, organized, and long-term commitment on the part of WMAN to biracial integration and, in time, multiracial and multiethnic diversity. The efforts of residents in the 1950s and 1960s helped to define the neighborhood as it exists today.

Mimi Schwartz's father was born Jewish in a tiny German village thirty years before the advent of Hitler when, as he'd tell her, "We all got along." In her original memoir, Good Neighbors, Bad Times, Schwartz explored how human decency fared among Christian and Jewish neighbors before, during, and after Nazi times. Ten years after its publication, a letter arrived from a man named Max Sayer in South Australia. Sayer, it turns out, grew up Catholic in the village during the Third Reich and in 1937 moved into an abandoned Jewish home five houses away from where the family of Schwartz's father had lived for generations before fleeing to America a few months earlier. The two families had never met. Sayer wrote an unpublished memoir about his childhood memories and in Schwartz's new edition, Good Neighbors, Bad Times Revisited, the two memoirs talk to each other. A number of nations, conspicuously Israel and the United States, have been increasingly attracted to the use of strategic barriers to promote national defense. In Do Good Fences Make Good Neighbors?, defense analyst Brent Sterling examines the historical use of strategic defenses such as walls or fortifications to evaluate their effectiveness and consider their implications for modern security. Sterling studies six famous defenses spanning 2,500 years, representing both democratic and authoritarian regimes: the Long Walls of Athens, Hadrian’s Wall in Roman Britain, the Ming Great Wall of China, Louis XIV’s Pré Carré, France’s Maginot Line, and Israel’s Bar Lev Line. Although many of these barriers were effective in the short term, they also affected the states that created them in terms of cost, strategic outlook, military readiness, and relations with neighbors. Sterling assesses how modern barriers against ground and air threats could influence threat perceptions, alter the military balance, and influence the builder’s subsequent policy choices. Advocates and critics of strategic defenses often bolster their arguments by selectively distorting history.
