This is the first book to focus on farm and rural community management in less favored areas of Japan. It provides an economic framework for, and empirical findings on, rural community management in terms of the distribution of rural resources, efficiency of farmland conservation, community development through agribusinesses, and utilization of human resources for the sustainability of rural society. The topics addressed include organic farming, the added value of locally processed foods, broad-based community agreement under a direct payment policy, forms of community vitalization, new farmers, farm diversification, redistribution of local resources among farmers by establishing farm organizations, community business, community hubs formed by multiple communities, and stakeholders who have migrated from urban to rural areas. The book is divided into four parts. Part I examines the relationship between regional agriculture and the conservation of farmland, including in hilly and mountainous areas. Part II deals with the improvement of farm resource management, particularly the redistribution of agricultural resources within multiple communities. In turn, Part III focuses on agribusinesses, especially the production of locally processed foods and community business. Lastly, Part IV addresses the sustainability of rural society, and discusses rural community development through community hubs, community-based rural tourism, and immigrated stakeholders. In each part, the peculiarities and commonalities of rural communities are explored by comparing the results of these studies with domestic and international studies. This book is highly recommended to readers who are concerned with the development of agriculture and community, resource conservation in less favored areas, and the theoretical and empirical aspects of agricultural and resource economics, as well as to those who wish to better understand rural communities in Japan.

This book initiates a fresh discussion of affordability in rural housing set in the context of the rapidly shifting balance between rural and urban populations. It conceptualises affordability in rural housing along a spectrum that is interlaced with cultural and social values integral to rural livelihoods at both personal and community level. Developed around four intersecting themes: explaining houses and housing in rural settings; exploring affordability in the context of aspirations and vulnerability; rural development agendas involving housing and communities; and construction for resilience in rural communities, the book provides an overview of some of the little understood and sometimes counter-intuitive best practices on rural affordability and affordable housing that have emerged in developing economies over the last thirty years. Drawing on practice-based evidence this book presents innovative ideas for harnessing rural potential, and empowering rural communities with added affordability and progressive development in the context of housing and improved living standards. For a student aspiring to work in rural areas in developing countries it is an introduction to and map of some key solutions around the critical area of affordable housing For the rural development professional, it provides a map of a territory they rarely see because they are absorbed in a particular rural area or project For the academic looking to expand their activities into rural areas, especially in rural housing, it provides a handy introduction to a body of knowledge serving 47% of the world's population, and how this differs from urban practice For the policy makers, it provides a map for understanding the dynamics around rural affordability, growth potential and community aspirations helping them to devise appropriate intervention programs on rural housing and development

Rural counties make up about 80 percent of the land area of the United States, but they contain less than 20 percent of the U.S. population. The relative sparseness of the population in rural areas is one of many factors that influence the health and well-being of rural Americans. Rural areas have histories, economies, and cultures that differ from those of cities and from one rural area to another. Understanding these differences is critical to taking steps to improve health and well-being in rural areas and to reduce health disparities among rural populations. To explore the impacts of economic, demographic, and social issues in rural communities and to learn about asset-based approaches to addressing the associated challenges, the National Academies of Sciences, Engineering, and Medicine held a workshop on June 13, 2017. This publication summarizes the presentations and discussions from the workshop.

Solomon Islands has undertaken a comprehensive assessment of the strength of its workforce development (WfD) policies and institutions to support these initiatives and enhance evidence based dialogue on their implementation. This assessment has been based on the World Bank s Systems Approach for Better Education Results (SABER) systems benchmarking initiative, under which a suite of analytical tools have been developed for important education subsectors, including WfD. Both the process of carrying out the SABER WfD assessment and this report are intended to strengthen the existing deliberative processes on the major system reforms. The tool is based on an analytical framework that identifies three functional dimensions of WfD policies and institutions: (1) Strategic framework, which refers to the praxis of high level advocacy, partnership, and coordination, typically across traditional sectoral boundaries, in relation to the objective of aligning WfD in critical areas to priorities for national development; (2) System Oversight, which refers to the arrangements governing funding, quality assurance, and learning pathways that shape the incentives and information signals affecting the choices of individuals, employers, training providers, and other stakeholders; and(3) Service Delivery, which refers to the diversity, organization, and management of training provision, both state and non-state, that deliver results on the ground by enabling individuals to acquire market and job relevant skills.

Drawing from empirical analyses, case studies, and a synthesis of best practices, this book explores how innovation manifests itself in rural places and how it contributes to entrepreneurial development and resilience. Innovation in rural places may come about as a result of new forms of collaboration; policies that leverage rural assets and address critical service or product gaps; novel strategies for accessing financial capital; infusion of arts into aspects of community life; and cultivation of networks that bridge entrepreneurs, organizations, and institutions. The chapters illustrate how a number of innovation-related characteristics relate to economic vibrancy in rural places such as a strong connection to the arts, adaptive and sustainable use of natural resources, value-chain integrated food systems, robust bridging social capital networks, creative leveraging of technology, and presence of innovation-focused entrepreneurs. Through exploration of these and other topics, this book will provide insights and best practices for rural community and economic development scholars and practitioners seeking to strengthen the rural innovation ecosystem.
