Excerpt from Rural Centralized Graded and Model Schools: 1918 To The Reader: This bulletin has been compiled and issued in the interest of better rural school conditions. It deals principally with the subject of consolidated and union graded schools and should be studied carefully by all teachers, school board members, and patrons who are interested in making the rural schools of this state more efficient. It is not our purpose to urge the consolidation of schools against the wishes of the people in any community. On the other hand, we advise that unless a community can act in peace and harmony it would be better to let the schools remain as they are. We believe that a close study of this bulletin, in which we have set forth the advantages of consolidation the plan of organization and the results obtained in many of the consolidated schools, will create a desire to provide better advantages for the boys and girls now attending rural schools. We have endeavored to give you the best information obtainable from other states, in addition to the experience which we have had in our own state, on this subject. We fully realize that some course must be taken by which we can give to the boys and girls in the rural districts high school advantages. To send them to town for an education means not only to educate them away from the farm (home?) but, in many instances, to educate them under conditions very much to their disliking. We do not contend that it is not best to send the children to high school in the town or city when there is no other high school for them to attend. The reverse is true. But we do contend that a rural high school conducted entirely for the benefit of rural pupils is far more efficient and desirable for farm boys and girls than a town high school. During my first administration, the Legislature appropriated $100,000 to encourage consolidated schools. This was exhausted, and the last Legislature appropriated $175,000 for the benefit of consolidated and union graded schools. This money is available when the conditions prescribed by law are met. On this basis, according to the census of 1910, per cent Of the population of the United States was classed as rural, and the figures probably have not changed materially since that date. In the last printed report of the United States Commissioner of Education it was stated that, during the preceding year, per cent of the children enrolled in the public schools of the United States were enrolled in schools classified by the Census Bureau as rural, while of the teachers employed, 60 per cent were employed in these rural communities. Approximately eighteen million children were enrolled in these same schools, and about 95 per cent of these were in the elementary grades. Excerpt from Rural Education and the Consolidated School Much has been written of late concerning the Rural School Problem. All students of country life seem to agree that a radical readjustment of the entire rural educational and social system, to fit modern conditions, is imperative; but while a few of the leaders have hewn close to the vital spot, none so far have gone straight to the heart of the subject. The author is convinced that the time has come when we must insist upon a full program of reconstruction from the ground up, and begin to build at once. The gist of the problem is to establish a new school in which the essentials of a modern education can be taught. The old school, as still found in over ninety per cent of the rural districts, does not lend itself to such a program; and no amount of repair, addition, varnish, or veneer will transform it into an efficient, modern institution. Rebuilding is absolutely essential. Some friends of the rural school advocate comprehensive changes in the curriculum and justly demand that the training of country boys and girls shall culminate in a complete industrial and vocational education, adapted to twentieth-century life. They are agreed that rural teachers must measure up professionally and otherwise to their colleagues in our best school systems; they recognize that salaries paid must be adequate to insure high-class training and instruction; and yet - they fail to see that these things are impossible in an obsolete school system in which the first elements of success are wanting. The one-room school must go. It cannot provide the education to which country boys and girls are entitled and which the welfare of the country demands.
