Der sachsische Aussenminister Friedrich Ferdinand Freiherr von Beust (1809-1886) war unter den Politikern der deutschen Mittelstaaten der engagierteste konservative Reformer. Nach der Revolution 1848/49 trat er leidenschaftlich fur die Erhaltung und die foderale Weiterentwicklung des Deutschen Bundes ein. In drei grossen Reformdenkschriften 1856, 1857 und 1861 erhob er seine Stimme fur die Errichtung einer Volksvertretung beim Deutschen Bund und die Schaffung eines Bundesgerichts. Gemeinsam mit Osterreich und gestutzt auf die bestehenden Strukturen des Deutschen Bundes machte sich Beust fur die Reform des foderalen mitteleuropaischen Staatenbundes stark. Allerdings gelang es nicht, die Partikularinteressen sowie die Unterschiede in den Reformvorstellungen zu uberwinden und ein gemeinsames Reformprogramm der deutschen Mittelstaaten zu entwickeln. Folglich konnten sie der gewaltsamen kleindeutschen Eignungspolitik Bismarks keine staatenbundische Alternative entgegenstellen.
