The present energy economy, with its heavy dependence on fossil fuels, is not sustainable over the medium to long term for many interconnected reasons. Climate change is now recognized as posing a serious threat. Energy and resource decisions involving the carbon fuels therefore play a large role in this threat. Fossil fuel reserves may also be running short and many of the major reserves are in politically unstable parts of the world. Yet citizens in nations with rapidly developing economies aspire to the benefits of the modern energy economy. China and India alone have 2.4 billion potential customers for cars, industries, and electrical services. Even so, more than half of the world's citizens still lack access to energy. Decisions involving fossil fuels are therefore a significant part of the development equation. This volume explains how the law can impede or advance the shift to a world energy picture significantly different from that which exists today. It first examines the factors that create the problems of the present carbon economy, including environmental concerns and development goals. It then provides international and regional legal perspectives, examining public international law, regional legal structures, the responses of international legal bodies, and the role of major international nongovernmental actors. The book then moves on to explore sectoral perspectives including the variety of renewable energy sources, new carbon fuels, nuclear power, demand controls, and energy efficiency. Finally, the authors examine how particular States are, could, or should, be adapting legally to the challenges of moving beyond the carbon economy.

Climate change and its adverse impacts on nature and human society are clearly felt. Who should bear the responsibility? Should anyone be held liable for grave losses and damages related to climate change? In what way and to what extent can these issues be addressed in legal mechanisms both globally and locally? Will an international liability regime an ultimate solution? Are courts ready for and capable of resolving these disputes that find intricacy of law, policy and science? To shed light on these issues, this book is structured with four main themes on the discussions of climate change liability and related mechanisms. They are: 1) state liability and responsibility, 2) climate change litigation, 3) climate change liability and alternatives, and 4) dispute resolution and remedies. Reflections on the concepts of liability/responsibly/accountability have provided for nuanced understandings of their functional dynamics in climate change governance. Our findings also suggest that International and domestic courts have become a vital player in attribution or distribution of climate change liability. In addition to formalistic rights discourse and rigid liability regime, a few alternatives such as carbon market, insurance, mediation or soft law are also finding their ways to ensuring sustainability of climate change governance.

This book represents one of the first attempts by a multidisciplinary research team, encompassing the social sciences, business, architecture and planning, engineering, and finance and economics, to help rural communities discover sustainable and self-reliant paths to development and transformation. The opening chapter outlines the background of the research, its importance in the context of China and other countries, the rationale for choosing the case study communities in rural China, and the composition of the research team. Chapter 2 explores key issues in the role of social entrepreneurship and leadership in rural community development. Chapter 3 analyses a green platform for a pilot transaction of China forest carbon sinks led by the Huadong Forestry Exchange. The fourth chapter examines carbon trade, forestry land rights, and the livelihoods of farmers in rural Chinese communities. Chapter 5 explores alternative energy development in rural Chinese communities, where the poor are often disproportionately dependent on fuel wood and solid biomass, causing environmental degradation, reduced productivity and the decline of income generating opportunities. Chapter 6 examines and tests the proposition that stronger communities will result from ‘connected up’, holistic, synergistic and inclusive planning of services and supporting infrastructure. Chapter 7 analyzes information and communications technology (ICT) based service innovations for supporting rural community enterprises. Chapter 8 highlights key elements of stronger rural communities, drawing together the themes and proposals of preceding chapters and constructing an integrated model. The authors demonstrate that interconnected community enterprises based on clean forest products, forest carbon and ecotourism can be underpinned by local infrastructure enterprises such as renewable energy, water, waste management, ICT and transport, and financial mechanisms like carbon finance, all involving skills development, leadership and social entrepreneurship coupled with corporate and investment partnerships. Such interconnected approaches are expected to generate increased employment and prosperity, improve social livelihoods, and benefit the environment.

This book employs computer simulations of ‘artificial’ Universes to investigate the properties of two popular alternatives to the standard candidates for dark matter (DM) and dark energy (DE). It confronts the predictions of theoretical models with observations using a sophisticated semi-analytic model of galaxy formation. Understanding the nature of dark matter (DM) and dark energy (DE) are two of the most central problems in modern cosmology. While their important role in the evolution of the Universe has been well established—namely, that DM serves as the building blocks of galaxies, and that DE accelerates the expansion of the Universe—their true nature remains elusive. In the first half, the authors consider ‘sterile neutrino’ DM, motivated by recent claims that these particles may have finally been detected. Using sophisticated models of galaxy formation, the authors find that future observations of the high redshift Universe and faint dwarf galaxies in the Local Group can place strong constraints on the sterile neutrino scenario. In the second half, the authors propose and test novel numerical algorithms for simulating Universes with a ‘modified’ theory of gravity, as an alternative explanation to accelerated expansion. The authors’ techniques improve the efficiency of these simulations by more than a factor of 20 compared to previous methods, inviting the readers into a new era for precision cosmological tests of gravity.

Beyond the Mountains explores the ways in which Appalachia often served as a laboratory for the exploration and practice of American conceptions of nature. The region operated alternately as frontier, wilderness, rural hinterland, region of subsistence agriculture, bastion of yeoman farmers, and place to experiment with modernization. In these various takes on the southern mountains, scattered across time and space, both mountain residents and outsiders consistently believed that the region's environment made Appalachia distinctive, for better or worse. With chapters dedicated to microhistories focused on particular commodities, Drew A. Swanson builds upon recent Appalachian studies scholarship, emphasizing the diversity of a region so long considered a homogenous backwater. While Appalachia has a recognizable and real coherence rooted in folkways, agriculture, and politics (among other things), it is also a region of varied environments, people, and histories. These discrete stories are, however, linked through the power of conceptualizing nature and work together to reveal the ways in which ideas and uses of nature often created a sense of identity in Appalachia. Delving into the environmental history of the region reveals that Appalachian environments, rather than separating the mountains from the broader world, often served to connect the region to outside places.
