From the pundits to the polls, nearly everyone seems to agree that US politics have rarely been more fractious, and calls for a return to “civil discourse” abound. Yet it is also true that the requirements of polite discourse effectively silence those who are not in power, gaming the system against the disenfranchised. What, then, should a democracy do? This book makes a case for understanding civility in a different light. Examining the history of the concept and its basis in communication and political theory, William Keith and Robert Danisch present a clear, robust analysis of civil discourse. Distinguishing it from politeness, they claim that civil argument must be redirected from the goal of political comity to that of building and maintaining relationships of minimal respect in the public sphere. They also take into account how civility enables discrimination, indicating conditions under which uncivil resistance is called for. When viewed as a communication practice for uniting people with differences and making them more equal, civility is transformed from a preferable way of speaking into an essential component of democratic life. In societies like Bosnia or Rwanda, deep divisions along ethnic and religious lines and the legacy of years of atrocities and violence pose serious challenges to liberal forms of consensus. People do not recognise themselves asmembers of a political community, and identity politics is pursued at the expense of liberal democratic projects and reconciliation programmes. This book explores the nature and role of civil society in deeply divided societies. Civil society is presented here as the spherewhere a shared 'culture of civility' emerges. The 'culture of civility' enables individuals to become part of a community of citizens and accept to reciprocate on the basis of some basic universal values, such as the protection of human dignity. The last chapter on Bosnia shows that relevance of civil society crucially depends on its capacity to represent the sphere where individuals are able to recognize and deal with transitional issues by appealing to the Bosnian 'culture of civility' and developing a sense of justice based on a shared understanding of the idea of human dignity.

Drawing on lessons from civil society in Northern Ireland, Beyond Social Capital examines the limitations of social capital theory in deeply divided societies. It draws on an ethnographic study of victim support groups and evidence from policymakers in Northern Ireland to reconceptualize the traditional bonding-bridging distinction in social capital theory. The role of leadership is particularly significant, as the book highlights the complex and compelling ways in which leadership supports and shapes the activities, practices and motivations of the victim self-help industry in Northern Ireland. Multiple dimensions of this industry are explored, including: social and victim policy; private, statutory, and voluntary sector collaboration; the political motivations of victim support groups; and the types of social capital being built in victim groups and the impact that this social capital has on victims and wider elements of the peace process. Importantly, Laura K. Graham challenges the prevailing notion that all forms of social capital are inherently good for civic organizations and associational life. Instead, a new form of social capital existing in divided and post-conflict societies is advanced. This form of social capital, called 'dysfunctional bonding', may have negative impacts, causing distrust within and outside a group and can be particularly problematic for those traumatized by political conflict. This book uses a series of case studies to examine the roles played by universities during situations of conflict, peacebuilding and resistance. While a body of work dealing with the role of education in conflict does exist, this is almost entirely concerned with compulsory education and schooling. This book, in contrast, highlights and promotes the importance of higher education, and universities in particular, to situations of conflict, peacebuilding and resistance. Using case studies from Europe, Africa, Asia and the Middle East, this volume considers institutional responses, academic responses and student responses, illustrating these in chapters written by those who have had direct experience of these issues. Looking at a university’s tripartite functions (of research, teaching and service) in relation to the different phases or stages of conflict (pre conflict, violence, post conflict and peacebuilding), it draws together some of the key contributions a university might make to situations of instability, resistance and recovery.
