The public sector may be considered as a highly fragmented and at the same time enormously interconnected system. Resources are dispersed among a huge variety of actors and entities and these affect each other in many unexpected ways. This book analyses the apparently paradoxical occurrence of simultaneous fragmentation and interconnectivity within the public domain and reflects on its consequences for public governance and management. It discusses and assesses strategies to create connective capacities from different policy domains and countries and offers new insights in the complexity of public governance. About the Editors: Menno Fenger is associate professor in public administration at Erasmus University Rotterdam. He has published widely on issues of public governance and implementation, specifically in the area of social policies. Victor Bekkers is professor of public administration at Erasmus University Rotterdam and academic director of the Center for Public Innovation. He specializes in the impact of information and communication technology, including social media, on public governance. He is the author of numerous books and articles on this topic.

Ports are the vital hubs of the maritime transport industry, and crucial to the flow of global trade. The protection of this global supply chain from crime and terrorism is a fundamental objective of port security, and is a landscape beset by new challenges and changes post 9/11. Building on multi-sited ethnographic fieldwork in two major European ports, Yarin Eski discusses how operational policing and security realities and identities are established, and examines how industrial commercialization has aggravated security issues. Policing, Port Security and Crime Control offers a compelling empirically balanced account of the attitudes and practices of port police officers and security officers, exploring the everyday realities and ambitions of these street-level professionals as they seek to (re)establish a meaningful occupational identity. In doing so, this book presents a criminological understanding of the way that security questions and procedures are integrated into the daily lives of those that protect the industrial port sites, where they themselves must interrupt the global supply chain in order to defend it. The physicist Neils Bohr allegedly wrote that “Prediction is very difficult, especially about the future”. Many academics believe that serious scholars should never attempt to write about the future, but some awareness of the ways in which the future of e-government may evolve is needed if well-grounded long-term decisions about issues such as infrastructures, institutions and educational programs are to be made. In addition, future-oriented research is of the utmost importance for informed public debate about technological developments with far reaching societal implications. This book marks the 25th anniversary of the permanent study group on e-government of the European Group for Public Administration, and the papers here were first presented at their 2012 meeting in Bucharest, Romania. The invited authors were not asked for rigorous analyses based on systematic empirical research or deeply rooted in a theoretical framework; instead they were challenged to write thoughtful and measured, but provocative, essays about ICT and public administration in the coming decade. Their contributions are reflections on the nature of new and emerging technologies in the public sector and their impact on government and on democracy itself. Video surveillance systems, often referred to as closed-circuit television (CCTV), have become a defining feature of modern life. Their widespread use by many different agencies for a range of purposes is no longer surprising, and is generally accepted in most European countries. Although broad academic interest accompanied the proliferation of CCTV in the mid to late 1990s, issues of governance and public policy are rarely explicitly addressed by social scientists and many of the concerns raised during the debate which followed the video surveillance revolution remain unanswered, and are as pertinent today as they were then. This book brings into focus the ways in which the implementation of cameras and systems, and their operation and technical features, are the product of decisions and policies made in a variety of contexts and by a variety of authorities and interested parties. It examines the cultural context in which cameras are deployed and explores how this context can shape their diffusion and use. The book places particular emphasis on studies of video surveillance in different national, institutional, cultural and linguistic settings. The book is divided into two parts. The chapters in part one are theoretically informed contributions from a variety of academic disciplines. Part two consists of five case studies, which are less theoretical and more descriptive, but which offer important insights for the governance of video surveillance cameras. Scale is an overlooked issue in the research on interactive governance.
