I understood on this dry summer day in Khurd Kabul that not all militant and political organizations are alike."—from Organizations at War in Afghanistan and Beyond While popular accounts of warfare, particularly of nontraditional conflicts such as guerrilla wars and insurgencies, favor the roles of leaders or ideology, social-scientific analyses of these wars focus on aggregate categories such as ethnic groups, religious affiliations, socioeconomic classes, or civilizations. Challenging these constructions, Abdulkader H. Sinno closely examines the fortunes of the various factions in Afghanistan, including the mujahideen and the Taliban, that have been fighting each other and foreign armies since the 1979 Soviet invasion. Focusing on the organization of the combatants, Sinno offers a new understanding of the course and outcome of such conflicts. Employing a wide range of sources, including his own fieldwork in Afghanistan and statistical data on conflicts across the region, Sinno contends that in Afghanistan, the groups that have outperformed and outlasted their opponents have done so because of their successful organization. Each organization's ability to mobilize effectively, execute strategy, coordinate efforts, manage disunity, and process information depends on how well its structure matches its ability to keep its rivals at bay. Centralized organizations, Sinno finds, are generally more effective than noncentralized ones, but noncentralized ones are more resilient absent a safe haven. Sinno's organizational theory explains otherwise puzzling behavior found in group conflicts: the longevity of unpopular regimes, the demise of popular movements, and efforts of those who share a common cause to undermine their ideological or ethnic kin. The author argues that the organizational theory applies not only to Afghanistan-where he doubts the effectiveness of American state-building efforts—but also to other ethnic, revolutionary, independence, and secessionist conflicts in North Africa, the Middle East, and beyond.

This edited volume empirically maps and theorises NATO-ISAF’s contribution to peacebuilding and reconstruction in Afghanistan. The book provides a contextual framework of the NATO participation in Afghanistan; it offers an outline of the security situation in Afghanistan and discusses geopolitical, historical, and military factors that are related to it. It argues that a general underlying factor is that although the stated goals of the Afghanistan mission may be similarly formulated across the ISAF coalition, that are a great number of differences in the nature of coalition members’ political calculations, and share of the burden, and that this induces a dynamic of alliance politics that state actors attempt to either mitigate, navigate, or exploit - depending on their interests and views. The book asks why there are differences in countries’ share of the burden; how they manifest in different approaches; and how the actual performance of different members of the coalition ought to be assessed. It argues that understanding this offers clues as to what does not work in current state-building efforts, beyond individual countries’ experiences and the more general critique of statebuilding philosophy and practice. This book answers key questions through a series of case studies which together form a comparative study of national contributions to the multilateral mission in Afghanistan. In so doing, it provides a uniquely sensitive analysis that can help explain coalition contributions from various countries. While clearly every society emerging from armed conflict requires some degree of reconstruction, the needs of Afghanistan following allied intervention in 2001 have been by far beyond the ordinary - after a quarter-century of armed conflict the country's entire social, political and economic infrastructure had been destroyed, while war left Afghanistan facing the worlds largest refugee population. It has now been almost half a decade since the fall of the Taliban and billions of dollars have been pledged for reconstruction by the international community. Judging from numerous indicators, it appears that Afghanistan is on its way to be once again a "functioning state" - we will critically assess if this is really the case by considering socio-historical factors of Afghanistan′s current situation such as historical segmentation of elites and the legacy of the USSR′s invasion, followed by a critical discussion of post-conflict reconstruction efforts as well as underlying structural problems undermining these efforts.

This is the first book to scrutinize the root causes of problems today with Afghan reconstruction. It begins in 1880 with the coming to power of Emir Abdur Rahman and departure of an occupying British army. On the northern border, Russian forces were also poised. Determined to preserve Afghan independence, Abdur Rahman devised a nation-building project grounded on centralized, autocratic rule and based on security, modernization and economic reform. Though continued by his successors, this project ultimately failed. A key reason for this was that, even as Abdur Rahman implemented policies that might be understood as 'Western' and 'rational', the great powers of the day took their cue from traditional institutional relationships in Afghanistan; local patronage relations were extended to the international level. In the process, Afghanistan became a rentier state, Abdur Rahman's model abandoned in favor of foreign subsidies increasingly diverted from security and economic development. Successive foreign powers, especially the Soviet Union and United States, have upheld this centralized, rentier model of governance and development despite it consistently failing over the years. This work explores dynamics seldom covered in other studies of Afghanistan, including conflict between state-imposed pashtunization and multiple local/ethnic identities, likewise contradictions between the clericalism and secularism deployed in the nation-building process. It explores the largely overlooked ebb and flow of institutional development in Afghanistan, at all levels, in the context of international interest in the country, with special attention to Soviet and US/Coalition strategies and their effects. It also focuses on the power of patronage relations in establishing and retaining control in Afghanistan, and how the extension of such relations to the international level transformed Afghanistan into a rentier state that struggles to unite its people. Described by one Afghanistan expert as an excellent piece of work, very well documented with close attention to detail, this study offers sober analysis and critical insights.
