Rare earths are elements that are found in the Earth's crust, and are vital ingredients for the production of a wide variety of high tech, defense, and green technologies-everything from iPhones and medical technologies to wind turbines, efficiency lighting, smart bombs, and submarines. While they are not particularly "rare" in availability, they are difficult and expensive to mine. Yet, China has managed to gain control over an estimated 97 percent of the rare earth industry since the 1990s through cheap production, high export taxes, and artificial limitations of supply. Rare earths, and China's monopoly over them, became international news after China "unofficially" curtailed exports to Japan, the United States, and Europe in 2010. This embargo followed a collision between Chinese and Japanese boats in the East China Sea, a locus of geopolitical and economic tension between the two countries. Although the World Trade Organization forced China to scrap its restrictions, it still holds a stranglehold over these elements that are so critical to the economic and security interests of the United States and its allies. In this book, Sophia Kalantzakos argues that the 2010 rare earth crisis signaled more than just a trade dispute. Rather, it raises questions about China's use of economic statecraft, and must be regarded as a part of the larger discourse of global power relations. Importantly, she also argues that the failure of political actors in major industrial nations to enact comprehensive and effective policy solutions, or the scientific and business communities to devise sustainable rare earth production outside of China, points to future resource competition. Focusing on China's monopoly over the rare earth industry, China and the Geopolitics of Rare Earths examines the impacts of growing worldwide resource competition and the complexities policymakers face as they develop strategies and responses in an increasingly globalized world.

Beyond Icons: Theories and Methods in Byzantine Archaeology in North America originated in three conferences (2010, 2012, and 2013) organized by the Program of Byzantine Studies at Dumbarton Oaks in Washington, D.C. Acknowledging the role that Dumbarton Oaks played in the golden age of Byzantine archaeology, Program Director Margaret Mullett designed these conferences as exercises in conceptualizing the field’s future. How should we think about politics in a world where ecological problems - from the deforestation of the Amazon to acid rain - transcend national boundaries? This is the timely and important question addressed by Thom Kuehls in Beyond Sovereign Territory. Contending that the sovereign territorial state is not adequate to contain or describe the boundaries of ecopolitics, the author reorients our thinking about government, nature, and politics. Kuehls argues that changes in technology and the scope of governmental aims have rendered conventional ecological and internationalist aims anachronistic - and ultimately ineffective - in the face of impending environmental collapse. He questions the process by which land is transformed into an object of sovereignty - into "territory" - demonstrating how representations of political space that are premised on territorial sovereignty fail to come to terms with much of what is involved in ecopolitics. Ultimately, Kuehls critiques an orientation that privileges a certain utilitarian relationship between humans and nonhuman nature, one in which the earth is largely interpreted as given to humans. This book presents a set of chapters produced by six research groups that developed the São Paulo Research Foundation (FAPESP) Thematic Project Environmental Governance of the São Paulo macrometropolis (SPMM) in the face of Climate Variability (2017–2022). It represents an academic experience based on the articulation of knowledge and interdisciplinary dialogue. For this publication, the individual research groups benefitted from internal expertise and interdisciplinary input, reflecting the collaborative process of the entire team. The SPMM is characterized by the diversity and complementarity of economic, social and environmental functions exercised in its territory, comprising 174 municipalities, with the capital city of São Paulo as its polarizing center. It is structured from a set of five metropolitan regions, two urban agglomerates and one micro-region—not institutionalized—in the State of São Paulo, sheltering around 34 million people who inhabit the richest and economically strongest region in Brazil. The SPMM, one of the urban territorial clusters of greatest expression in the southern hemisphere, is a strategic arena for the formulation and implementation of planning, governance and trans- and multi-scalar regional public policies. The English translation of this book from its Portuguese original manuscript was done with the help of artificial intelligence. A subsequent human revision of the content was done by the volume editors.
