The EU's growing dependence on natural gas and Russian resources, energy security has become a hot discussion topic in academia and in policy circles in Brussels, Washington and many European capitals. However, most of the books on the subject use a very descriptive and/or normative approach and very few attempt to theorise EU energy security outside of mainstream conceptualisations of the EU as an international actor. This book closes an important gap in the literature and offers a fresh perspective on EU energy studies, and it will be an important contribution to the debate on the development of European integration and the EU's role in international relations in the wake of the crisis in EU politics and in light of the EU's increasingly complex external environment. Due to its interdisciplinary features - the book combines EU studies, international affairs, political economy and energy studies - and the topics covered, this book will be of special interest to scholars of the international political economy of energy and to those interested in European politics and EU international relations.

Regulation is often thought of as an activity that restricts behaviour and prevents the occurrence of certain undesirable activities, but the influence of regulation can also be enabling or facilitative, as when a market could potentially be chaotic if uncontrolled. This Handbook provides a clear and authoritative discussion of the major trends and issues in regulation over the last thirty years, together with an outline of prospective developments. It brings together contributions from leading scholars from a range of disciplines and countries. Each chapter offers a broad overview of key current issues and provides an analysis of different perspectives on those issues. Experiences in different jurisdictions and insights from various disciplines are drawn upon, and particular attention is paid to the challenges that are encountered when specific approaches are applied in practice. Contributors develop their own distinctive arguments relating to the central issues in regulation and apply scholarly rigour and clear writing to matters of high policy-relevance. The essays are original, accessible, and agenda-setting, and the Handbook will be essential reading both to students and researchers and to with regulatory and regulated professionals.

The Rules Of Federalism written by R. Daniel. KELEMEN and has been published by Harvard University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009-06-30 with Business & Economics categories.

This book examines patterns of environmental regulation in the European Union and four federal polities--the United States, Germany, Australia, and Canada. Daniel Kelemen develops a theory of regulatory federalism based on his comparative study, arguing that the greater the fragmentation of power at the federal level, the less discretion is allotted to component states. Kelemen's analysis offers a novel perspective on the EU and demonstrates that the EU already acts as a federal polity in the regulatory arena. In The Rules of Federalism, Kelemen shows that both the structure of the EU's institutions and the control these institutions exert over member states closely resemble the American federal system, with its separation of powers, large number of veto points, and highly detailed, judicially enforceable legislation. In the EU, as in the United States, a high degree of fragmentation in the central government yields a low degree of discretion for member states when it comes to implementing regulatory statutes. Table of Contents: Acknowledgments 1. Regulatory Federalism and the EU 2. Environmental Regulation in the EU 3. Environmental Regulation in the United States 4. Environmental Regulation in Germany 5. Daniel Kelemen's The Rules of Federalism is an important contribution to both the literature on federalism and on the European Union. It makes an original theoretical and empirical contribution to our understanding of regulatory federalism and sheds new light on the federal systems which it compares. It will open up new avenues of inquiry. --Alberta Sbragia, University of Pittsburgh The Rules of Federalism makes a significant contribution to the literature on regulatory federalism. Keleman's original theoretical perspective is made plausible through a series of fascinating case studies. The book will be of interest to scholars of federalism, constitutional design, environmental policy, and the European Union. --Susan Rose-Ackerman, Yale Law School

This book considers the environmental policies that the EU employs outside its borders. Using a systematic and coherent approach to cover a range of EU activities, environmental issues, and geographical areas, it charts the EU’s attempts to shape environmental governance beyond its borders. Key questions addressed include: What environmental norms, rules and policies does the EU seek to promote outside its territory? What types of activities does the EU engage in to pursue these objectives? How successful is the EU in achieving its external environmental policy objectives? What factors explain the degree to which the EU attains its goals? The book will be of interest to students and academics as well as practitioners in governments (both inside and outside of the EU), the EU institutions, think tanks, and research institutes.

This is a highly readable and comprehensive account of the regulatory state and governance. It examines both key concepts and theories and important policy domains, and utilises comparative, historical and transnational perspectives. A critical theme is consideration of whether the regulatory state that has developed in recent decades, often as an accompaniment to marketization public policies, is an authoritarian or a liberalizing mode of governance.

Combining theoretical reflections and empirical insights from paradigmatic case studies in the area of external energy governance, pipeline politics, Liquefied Natural Gas development and offshore petroleum policy and politics, this ground-breaking study demonstrates that a distinctive and new politics of energy security is definitively emerging in the European Union. Innovative not only in regard to the case studies presented (which include the Caspian region, the Baltic, Mediterrean countries, Central Asia and EU-Russia relations), but also in regard to the analytical framework adopted – an International Political Economy approach informed by an historical institutional perspective – the book challenges the common view of the ‘de-politicisation’ of energy security supported by the mainstream market approach and the power politics and ‘zero-sum game’ view supported by the geopolitical perspective. This book places the study of EU energy politics in the broader, evolving context of global energy markets and explores the complex interactions between EU and national political dynamics and between energy security and environmental concerns at the local level.

This collection of fifteen essays by leading experts in regulation is unique in its focus on the constitutional implications of recent regulatory developments in the UK, the EU, and the US. The chapters reflect current developments and crises which are significant in many areas of public policy, not only regulation. These include the development of governance in place of government in many policy areas, the emergence of networks of public and private actors, the credit crunch, techniques for countering climate change, the implications for fundamental rights of regulatory arrangements and the development of complex accountability mechanisms designed to promote policy objectives. Constitutional issues discussed in The Regulatory State include regulatory governance, models of economic and social regulation, non-parliamentary rule-making, the UK's devolution arrangements and regulation, the credit crisis, the rationing of common resources, regulation and fundamental rights, the European Competition Network, private law making and European integration, innovative regulator sanctions recently introduced in the UK, the auditing of regulatory reform, and parliamentary oversight and judicial review of regulators. The introductory chapter focuses on testing times for regulation, and the concluding chapter draws ten lessons from the substantive chapters, noting the importance of regulatory diversity, the complexity of networks and relations between regulatory actors and the executive, the new challenges to regulatory habits posed by climate change and the credit crisis, the wider economic and legal context in which regulation takes place and the accountability networks - including judicial review, parliamentary oversight and audit - within which regulation operates.
