Count Hamnet Thyssen is a minor noble of the drowsy old Raumsdalian Empire. Its capital city, Nidaros, began as a mammoth hunters' camp at the edge of the great Glacier. Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030. Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals—universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization—while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies. Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent.

It has been my experience and observation of students of Buddhism, that after an initial period of enthusiastic practice, they get stuck. They come to the edge of a gap, and can’t go back but are stuck going forward. The edge of this gap represents the boundary that defines the results of their efforts so far. Serious effort has been given to practice and to incorporating the fundamentals of the Buddha’s method into their lives. Nevertheless, the practitioner I have in mind feels not only stuck but somewhat disheartened perhaps. Having exhausted the youthful enthusiasm that naturally arises upon discovery of the Buddha’s path, one now feels a lack of joy. Looking beyond the boundary line of the gap, there seems to be a vast space between where one is now and the ultimate goal of enlightenment. The Virtual Self: Beyond the Gap in Buddhist Philosophy offers some suggestions for renewing one’s inspiration and a way to joyfully navigate that sacred space beyond the gap.

Crossing a river against a defending enemy force is a difficult and complex task for any army. History has shown that preparation is necessary to avoid disasters during this type of operation. In 2003, the Third Infantry Division crossed the Euphrates River because it was prepared for this task and possessed the necessary equipment. Since then, no other divisions or corps has executed river crossing operations. While the United States Army focused on counterinsurgency operations during the last twelve years, it underwent significant changes to adapt to meet the adversities on the battlefield. It transformed its war-fighting organizations, trained its corps and divisions with computer simulations, and relegated field training to brigade and below units. In addition, its current doctrine now refers to river crossings as the deliberate wet gap crossing. Because of these changes, many questions arose as to the present corps and divisions’ preparedness to do large-scale operations, to include its ability to plan, prepare, and execute the deliberate wet gap crossing. If called today, could these organizations conduct this complex operation? Examining river crossings in Europe during the Second World War was appropriate for insight into how the previous generation of corps and divisions prepared and executed such a complex task. After analyzing how these units were able to cross the numerous waterways in Europe, the present Army should consider reassessing its doctrine, training, and organization and equipment to prepare its units for future deliberate wet gap crossings.

Why do Japanese women enjoy a high sense of well-being in a context of high inequality? Beyond the Gender Gap in Japan brings together researchers from across the social sciences to investigate this question. The Grasp That Reaches beyond the Grave investigates the treatment of the ancestor figure in Toni Cade Bambara's The Salt Eaters, Paule Marshall's Praisesong for the Widow, Phyllis Alesia Perry's Stigmata and A Sunday in June, Toni Morrison's Beloved, Tananarive Due's The Between, and Julie Dash's film, Daughters of the Dust in order to understand how they draw on African cosmology and the interrelationship of ancestors, elders, and children to promote healing within the African American community. Venetria K. Patton suggests that the experience of slavery with its concomitant view of black women as "natally dead" has impacted African American women writers' emphasis on elders and ancestors as they seek means to counteract notions of black women as somehow disconnected from the progeny of their wombs. This misperception is in part addressed via a rich kinship system, which includes the living and the dead. Patton notes an uncanny connection between depictions of elder, ancestor, and child figures in these texts and Kongo cosmology. These references suggest that these works are examples of Africanisms or African retentions, which continue to impact African American culture.
