"Most analyses of peacekeeping focus on attempts to limit violent conflict. Yet contemporary peace operations are asked to do much more, including unconventional roles of monitoring elections, facilitating transitions to the rule of law, distributing humanitarian aid, and resolving conflicts in civil societies undergoing transformation. This path-breaking work takes the lid off peace operations to explore missions (e.g., Disarmament, Demobilization, and Reintegration) that go beyond traditional peacekeeping and the ways mission outcomes influence one another. This work begins by documenting patterns of peacekeeping missions in 70 UN operations, noting the dramatic increase in number and diversity since the end of the Cold War and the shift to conflicts with a substantial internal conflict component. The core of the book examines eight expectations about how different missions interact with one another. The expectations are guided by theoretical logics associated with sequencing, compatibility, and multitasking. These are examined in five detailed case studies of UN operations: United Nations Protection Force or UNPROFOR (Bosnia); United Nations Operation in the Congo or ONUC (Congo); United Nations Transitional Administration in East Timor or UNTAET (East Timor); United Nations Organization Mission in the Democratic Republic of the Congo or MONUC (Congo); and the United Nations Mission in Sierra Leone or UNAMSIL (Sierra Leone). The final chapter reviews the findings in terms of their implications for the expectations. It also provides a policy-relevant framework for organizing the various parts and stages of a peace operation, offering a future research agenda on multiple mission peacekeeping"--

This book discusses the many legal aspects arising in relation to the maintenance of peace in Africa. Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its ‘primary responsibility for promoting peace, security and stability in Africa’, thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians’ human rights. The implementation of this broad mandate, which goes well beyond the traditional ‘peacekeeping approach’, requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.

The concept of a "middle ground" between simple peace enforcement and traditional peacekeeping by lightly armed observers has been both ill defined and controversial. But the authors of this thoughtful yet challenging volume make a strong case for both the practicability and the desirability of such operations. "Coercive inducement"--the term was suggested by Kofi Annan, when he was undersecretary general for peacekeeping--is a form of coercive diplomacy that relies more on the deployment and demonstration of military force than on the use of force per se. In the absence of such an option, the international community finds it hard to respond to a variety of crises, including ones that can spiral into genocide. After first laying out general principles, the book explores four recent UN operations (in Somalia, Rwanda, Bosnia, and Haiti) in which coercive inducement was particularly relevant, and then presents operational guidelines for its use. Clear-sighted and pragmatic throughout, the authors conclude by suggesting when and to what extent the international community should commit itself to undertake coercive inducement.

This thesis follows the development of United Nations peacekeeping from its nascent stage through to its current period of expansion. It addresses the challenges posed to peacekeeping by the evolution of its practice and by changes in the international context within which it operates. It is argued that for peacekeeping to move beyond traditional ad hoc responses to crises, it must be viewed as one part of a broader process of conflict management which includes peacemaking and peacebuilding. Further, for such a broad approach to be successful it must be implemented through a contingency framework. Contingency approaches are grounded in concepts of peaceful third party intervention, such as conflict management and resolution, facilitation, and mediation. They offer a coherent, multi-disciplinary, and pragmatic approach to conflict management which utilizes particular management strategies at specific stages of conflict escalation (or de-escalation). This thesis looks not only at peacekeeping within a contingency framework, but puts forward a contingency framework for peacekeeping. The implications for training and practice of this conceptualization of peacekeeping are then discussed. It is suggested that training is a key element of the process of developing a framework of intervention for peacekeeping, and an examination of training provision is provided. A major gap in peacekeeping training is highlighted. The thesis concludes with an analysis of a number of inconsistencies in the practice of peacekeeping which are revealed through the process of conceptualization.

He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.
