After the unification of Germany had first been greeted with euphoria on both sides of the Wall, it did not take long for disillusion to set in when it became obvious that structures, mentality, values and outlook were very different in the Old and New Bundesländer. Moreover, whereas during the initial phase the East Germans were hoping just for a reform of their existing systems, they were soon disappointed and had to accept the fact that a fusion was out of the question; instead, East German structures were expected to assimilate to those of West Germany which led to the accusation of the latter's "colonization" of East Germany. The restructuring of the education system played a crucial role in the transformation of East Germany; consequently, enormous sums were pumped into East German schools and the training of teachers. This is the first study in any language that closely examines the process re-education and addresses such vital questions as whether the reforms were educationally sound, to what degree they meshed with local circumstances, what measures were taken to fill the vacuum in moral and social values that was left by the discrediting of Marxism-Leninism, and what happened to the notion of "equality", the key principle of a socialist society. Contrasting the old and the new regime in the East, the author addresses these and many more critical issues. Numerous case studies and substantial interview material richly illustrate the author's arguments.

Diese Geschichte der politischen Bildung ist ein Ergebnis der deutschen Ein heit. Das epochale Ereignis hat mein Interesse an der historischen Betrach tung meines Fachgebietes geweckt. Darüber gibt die erste Lektion Rechen schaft. Die Entstehung des Buches hingegen ist einer Gelegenheit zu verdan ken. Es basiert auf einer Vorlesung, die ich während eines Gastsemesters an der Universität Halle-Wittenberg im Sommer 1991 gehalten habe. Bis zur vorliegenden Endfassung habe ich diese Vorlesung gründlich überarbeitet und stark erweitert. Es blieb aber die didaktische Konzeption: die Gliederung in zwölf, thematisch abgeschlossene Einheiten und die Absicht zu belehren. Vor Augen standen mir jetzt bei der Arbeit an der Endfassung nicht nur Le ser aus den neuen Bundesländern, sondern Interessenten aus dem ganzen Deutschland. Ich wollte versuchen, den in der Geschichte ruhenden Bestand an Ideen und Erkenntnissen zum politischen Unterricht und zur politischen Bildung zu vergegenwärtigen, - auf daß nicht immer wieder alles in Verges senheit gerät, wenn Generationen von jüngeren abgelöst werden. Als Autor bin ich zugleich Miterlebender. Seit meiner zweiten Staatsarbeit von 1957, spätestens aber seit Beginn meiner Tätigkeit in der Lehrerfortbil dung 1963 war ich ausschließlich mit politischer Bildung und politischem Unterricht beschäftigt. Die persönlichen Erfahrungen prägen ein Geschichts bild. Insoweit ist in diesem Buch auch viel Subjektives enthalten, und so gilt hierfür in Abwandlung das Wort von Emile Zola über die Kunst: Geschichts schreibung bietet Ereignisse, gesehen durch ein Temperament. Das mögen diejenigen tolerieren, die mit der Sichtweise nicht einverstanden sind oder auch Wichtiges zu vermissen meinen.

How did East and West Germany and Japan reconstitute national identity after World War II? Did all three experience parallel reactions to national trauma and reconstruction? History education shaped how these nations reconceived their national identities. Because the content of history education was controlled by different actors, history education materials framed national identity in very different ways. In Japan, where the curriculum was controlled by bureaucrats bent on maintaining their purported neutrality, materials focused on the empirical building blocks of history (who? where? what?) at the expense of discussions of historical responsibility. In East Germany, where party cadres controlled the curriculum, students were taught that World War II was a capitalist aberration. In (West) Germany, where teachers controlled the curriculum, students were taught the lessons of shame and then regeneration after historians turned away from grand national narratives. This book shows that constructions of national identity are not easily malleable on the basis of moral and political concerns only, but that they are subject to institutional constraints and opportunities. In an age when post-conflict reconstruction and reconciliation has become a major focus of international policies, the analysis offers important implications for the parallel revision of portrayals of national history and the institutional reconstruction of policy-making regimes.
