One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses. The authors provide an in-depth analysis of the advantages and disadvantages of different energy sources in terms of their environmental, industrialization and distribution costs, impacts, and the development options best suited for improving Africa’s economic situation. This analysis is based on the assertion that Africa is indeed blessed with abundant energy resources, which have not been effectively exploited. The book not only reviews Africa’s energy situation in general, but also reveals that, while there are certainly circumstances peculiar to individual countries, the similarities, especially within Sub-Saharan African countries, outweigh the differences. That being said, the challenges and available opportunities in each country should be viewed with due consideration given to the prevailing national resource management environment. Many initiatives in Africa fail because of the many loopholes in the management structures, which allow corruption, theft, and mere selfishness to thrive. In addition to the negative impacts of these factors on implementation activities, there is also a general lack of institutional support for initiatives that could otherwise be very progressive. Thus, taken together, these retrogressive practices stifle African energy development plans. The Regional Economic Communities (RECs) in Eastern and Southern Africa have been at the forefront to developing new energy policies and programmes aimed at reaching the UN goal of Ensuring Access to Clean Energy for All by 2030. In the year 2006, the East African Community passed the EAC Strategy to Scale Up Access to Modern Energy Services, committing its Member States to reach the UN goal of "access to all" by 2030. The Inter-governmental Authority for Development adopted its Environmental and Natural Resources Policy in 2007 which includes issues of renewable energy. The Common Market for Eastern and Southern Africa launched its Model Energy Programme in 2012, followed the same year by its comprehensive baselines database on renewable resources covering all its Member States. In the year 2009, the African Union General Assembly at its 12th Ordinary Session adopted the Policy on "Scaling Up Renewable Energy in Africa". The regional policies have been domesticated by Member Sates of the RECs. Although their targets are very ambitious, implementation programmes launched at national level are robust and producing results. Both in the policies and implementation programmes, gender issues have, however, not featured prominently. Noting this deficit, the Organisation for Social Science Research in Eastern and Southern Africa called for researchers to assess the extent to which energy policies in Eastern and Southern Africa have taken gender issues on board. This book is the product of that project. It has ten chapters that investigated the gender-energy nexus in Zimbabwe, Ethiopia, Tanzania, Swaziland, Sudan and Kenya. The book will prove useful to all policy makers, researchers and analysts who may be interested in strengthening the gender content of the programmes as we move towards 2030. We believe it triggers and helps policy makers and researchers to create platforms to use its findings, and those of others, to see how in gender terms those at the bottom of the energy access pyramid can be factored into these programmes, to make sure they are not left behind.

A new economic opportunity for sub-Saharan Africa is looming large: biofuel production. Rapidly rising energy prices are expected to remain high for an extended period of time because of the increasing demand in prospering and populous countries such as China and India, the depletion of easily accessible supplies of crude oil, and concern over global climate change. As a result, there is renewed interest in biofuels as an alternative to fossil fuels. Africa is uniquely positioned to produce these new cash crops for both domestic use and export. The region has abundant land resources and preferential access to protected markets with higher-than-world-market prices. The rapid growth in the demand for transport fuels in Africa and high fuel prices create domestic markets for biofuels. The European Union and the United States have approved legislation that requires large increases in the consumption of biofuels over at least the next decade. Expanding the production of crops for biofuels will affect the entire rural sector in Africa as resources are shifted away from traditional crops and the prices of all agricultural commodities rise. Even smallholders can participate in producing biofuel crops. To promote the sustainability and significant contribution of this enterprise, Biofuels in Africa provides guidance in formulating suitable policy regimes, which are based on protecting the rights of current land users, developing revenue-sharing schemes with local communities, safeguarding the environment and biodiversity, expanding institutional capacity, formulating new regulations and procedures, and emulating best practices from experienced countries.
