Taking its inspiration from Michel Foucault, this volume of essays integrates the analysis of security into the study of modern political and cultural theory. Explaining how both politics and security are differently problematised by changing accounts of time, the work shows how, during the course of the 17th century, the problematisation of government and rule became newly enframed by a novel account of time and human finitude, which it calls ‘factical finitude’. The correlate of factical finitude is the infinite, and the book explains how the problematisation of politics and security became that of securing the infinite government of finite things. It then explains how concrete political form was given to factical finitude by a combination of geopolitics and biopolitics. Modern sovereignty required the services of biopolitics from the very beginning. The essays explain how these politics of security arose at the same time, changed together, and have remained closely allied ever since. In particular, the book explains how biopolitics of security changed in response to the molecularisation and digitalisation of Life, and demonstrates how this has given rise to the dangers and contradictions of 21st century security politics. This book will be of much interest to students of political and cultural theory, critical security studies and International Relations.

This book examines global governance through Foucaultian notions of governmentality and security, as well as the complex intersections between the two. The volume explores how Foucault's understanding of the general economy of power in modern society allows us to consider the connection of two broad possible dynamics: the global governmentalization of security and the securitization of global governance. If Foucault's work on governmentality and security has found resonance in IR scholarship in recent years it is in large part due to his understanding of how these forms of power must necessarily take into account the management of circulation that, in seeking to maximize ‘good’ versus ‘bad’ circulatory flows, brings into play and problematizes the 'inside'/'outside' upon which domestic and international spaces have been traditionally understood. Indeed, Foucault introduces a set of conceptual tools that can inform our analyses of globalization, global governance and security in ways that have been left largely unexplored in the discipline of IR. Miguel de Larrinaga is Assistant Professor at the University of Ottawa where he has been teaching since 2002. Marc G. Doucet is an Associate Professor in the Department of Political Science at Saint Mary’s University.

Insurance is the world’s largest economic industry, providing a form of security that more than triples global defence expenditure. However, little is know about the form of security insurance provides. This book offers a genealogical interrogation of the relationship between security and risk through its materialisation in insurance. This work seeks to argue that insurance practices ascribe value to life and in so doing produce a form of security central to the understanding of contemporary liberal governance and security. Lobo-Guerrero theorizes insurance as a biopolitical effect that results from the continuous interaction of an ‘entrepreneurial form of power’, and traditional forms of sovereign security. Through rich empirical cases and a unique theorization, the book breaks apart the traditional division between security studies, political economy and political theory. The author explores this theory in relation to specific issues such as the use of life insurance in the molecular age, the use of insurance to securitize against environmental catastrophic risk, specialist products such as kidnap and ransom insurance, as well as the use of insurance to counter maritime piracy in the twenty-first century. Providing an important and original contribution to the study of the biopolitics of security, this work will be of great interest to all scholars of security studies, international relations and international political economy.

Europe's Border Crisis investigates dynamics in EU border security and migration management and advances a path-breaking framework for thought, judgment, and action in this context. It argues that a crisis point has emerged whereby irregular migrants are treated as both a security threat to the EU and as a life that is threatened and in need of saving. This leads to paradoxical situations such that humanitarian policies and practices often expose irregular migrants to dehumanizing and lethal border security mechanisms. The dominant way of understanding these dynamics, one that blames a gap between policy and practice, fails to address the deeper political issues at stake and ends up perpetuating the terms of the crisis. Drawing on conceptual resources in biopolitical theory, particularly the work of Roberto Esposito, the book offers an alternative diagnosis of the problem in order to move beyond the present impasse. It argues that both negative and positive dimensions of EU border security are symptomatic of tensions within biopolitical techniques of government. While bordering practices are designed to play a defensive role they contain the potential for excessive security mechanisms that threaten the very values and lives they purport to protect. Each chapter draws on a different biopolitical key to both interrogate diverse technologies of power at a range of border sites and explore the insights and limits of the biopolitical paradigm. Must border security always result in dehumanization and death? Is a more affirmative approach to border politics possible? Such accusations are usually levelled against authoritarian states; it is unusual for a democracy to face such charges. Using Michel Foucault's concept of biopolitics, the author argues that Sri Lanka enacted racist legislations and perpetrated mass-atrocities on the Tamils as part of its biopolitics of institutionalising and securing a Sinhala-Buddhist ethnocratic state-order.
